Assignment Abolishment. Prior to abolishing an assignment, the Division shall, whenever practicable, first utilize attrition. Thereafter, the Division shall thoroughly review and utilize other practicable alternatives, if any, prior to any abolishment. During such review, the Division shall consider, among other factors, the efficiency and the operational needs of the Division, and the potential disruptive effect of such alternatives on the members. In the event of an abolishment, the affected members will be given at least seventy (70) days written notice of the abolishment and be advised to consult the Daily Bulletin for vacant assignments at the beginning of the notice period. Members failing to request and receive a requested assignment will be placed in any available, vacant assignment. If only a portion of the unit is to be abolished, the member(s) will be retained on the basis of his/her seniority.
