External Investigation Procedures. (A) When any City entity outside of the Department of Public Safety initiates an investigation in which a member will be either the focus or a witness, and the Department orders the member to participate in such investigation, the member shall have all rights that would otherwise apply to an investigation conducted by the Internal Affairs Bureau.
