Authority to Bind Ecology. The Director of Ecology or his delegate are the only individuals who may legally commit Ecology to the expenditure of public funds for a contract resulting from this RFQ/Q. No cost chargeable to the proposed contract may be incurred before receipt of either a fully executed contract or specific, written authorization from the Director.
