Authorization for Attendance at Meetings. (a) Appointing authorities may authorize attendance at meetings at County expense when the program material is directly related to an important phase of County service and holds promise of benefit to the County as a result of such attendance. (b) Authorization for attendance at meetings without expense reimbursement, but on County time, may be granted when the employee is engaged on the County’s behalf, but from which the gain will inure principally to the benefit of the employee and only incidentally to the County.
