Bargaining Unit Member Recall Procedure. 1. In the event of a layoff or reduction in force, all affected bargaining unit members who have been rated Proficient or Exemplary at the time of layoff shall be eligible for recall rights for a period of two (2) years. No new employee shall be hired until such time as every eligible bargaining unit member on the recall list has been given an opportunity to fill the vacancy.
