BASIS FOR AWARD AND EVALUATION FACTORS. In selecting the best overall offer, the following factors will be considered: (1) technical capabilities, (2) past performance, and (3) price. The Offeror must be determined to have acceptable technical capabilities and past performance before further consideration will be given; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an “acceptable” or “unacceptable” basis.
