Benefit Level Two Health Care Network Determination. Issues regarding the health care networks for the 2018 insurance year shall be negotiated in accordance with the following procedures: (1) At least twelve (12) weeks prior to the open enrollment period for the 2018 insurance year the Employer shall meet and confer with the Joint Labor/Management Committee on Health Plans in an attempt to reach agreement on the Benefit Level Two health care networks. (2) If no agreement is reached within five (5) working days, the Employer and the Joint Labor/Management committee on behalf of all of the exclusive representatives shall submit a list of providers/provider groups in dispute to a mutually agreed upon neutral expert in health care delivery systems for final and binding
