Billing and Accounting System Upgrade. A key recommendation of the ICT review of SAWACO is the need to upgrade the existing Billing and Accounting System. SAP software is available in HCMC and its installation, support and training is able to be provided by a local company. SAP software is used in 150 leading water utilities around the world including Sydney Water, PUB Singapore and Vitens. The decision by SAWACO to buy an initial SAP accounting software module is agreed to in principle subject to completion of an ICT Master Plan confirming that the SAP suite of software is the preferred option. Purchase of additional SAP modules for Billing, MIS, GIS, HR and Asset Management functions are then proposed under the ADB Loan project –subject to compatibility confirmation. Cost estimates for the additional SAP module purchases have been obtained are and are shown in the Appendix and included in the overall project cost estimate. The software vendor should provide support in software use over a 3-5 year period.
