BLM and Tribal Officials. The appropriate BLM officials to consult on a government-to-government basis are those individuals who are knowledgeable about the matters at hand, are authorized to speak for the BLM, and those who exercise delegated authority in the disposition and implementation of a BLM action. BLM officials will identify appropriate Tribal consulting parties who are elected or appointed Tribal leaders or officials designated in writing by a Tribe to represent the Tribe in government-to-government consultations early in the planning process and to provide the Tribes a meaningful opportunity to participate in consultation.
