Collectors. (a) The licensing process must include a provision for an initial inspection of storage facilities and for subsequent mutually arranged inspections. All such inspections will be subject to the recognition of the individual’s right to privacy. The onus of defining ‘bona fide firearms collector’ rests with each State and Territory.
