COMPENSATION OF EMPLOYEES SELECTED FROM AN OPEN COMPETITIVE LIST RESULTING FROM A RECRUITMENT ABOVE THE MINIMUM. Notwithstanding any paragraph in this Article, Employees selected through an open competitive recruitment which permits hiring above the first step may be compensated at a rate determined by the Employer upon their appointment from the open competitive list; provided that the amount the Employee will receive is not less than the amount the Employee would have received if the Employees were compensated in accordance with the applicable paragraph.
