Complaints by Bidders and Handling of Complaints. The Borrower shall establish an effective protest mechanism, related to the procurement process and contract award, acceptable to the Association, allowing bidders to protest and the timely handling of such protests. The procedures to receive and handle complaints shall be disclosed in the bidding documents.
