COMPLETION OF NEGOTIATION. The District and the TFCE agree that neither party has any obligation during the term of this agreement to negotiate over layoff procedures. This article contains the full and complete settlement between the parties with respect to all of these matters listed immediately above, however negotiations over the impact and effects of the layoffs may be requested by either party.
