Coordination Requirements for Potential Changes in Operations. In the unlikely event that Reclamation or the Service believe that modifications in anticipated water deliveries or modified operating criteria may be necessary to comply with the provisions of the ESA, Reclamation shall as early as practicable, and absent extraordinary conditions, prior to undertaking such modification, notify the Steering Committee in writing of such potential modifications. The Steering Committee shall have the opportunity to consider any such potential modifications and provide input to Reclamation and the Service on the proposed modifications.
