CSEA Rights. CSEA shall have the following rights in addition to the rights contained in any other portion of the Agreement: 5.1.1 The right of access at reasonable times by a reasonable number of authorized CSEA representatives to areas in which Unit Members work, provided that access to Unit Members shall be limited to nonworking hours and non-assigned times such as breaks, duty-free lunch periods, and before or after working hours. Such access shall not be utilized in a manner that will disturb, disrupt, or otherwise interfere with the work of any employee of the District or the education of any students of the District. 5.1.1.1 CSEA staff members, officers, job stewards or other official representatives shall provide the Immediate Management Supervisor of the area with reasonable advance notice for purposes of such access and shall, prior to contacting an employee, make his/her presence known to the employee’s Immediate Management Supervisor. CSEA Rights. CSEA shall have the following rights in addition to the rights contained in any other portion of the Agreement: 5.1.1 The right of access at reasonable times by a reasonable number of authorized CSEA representatives to areas in which Unit Members work, provided that access to Unit Members shall be limited to nonworking hours and non-assigned times such as breaks, duty-free lunch periods, and before or after working hours. Such access shall not be utilized in a manner that will disturb, disrupt, or otherwise interfere with the work of any employee of the District or the education of any students of the District. 5.1.1.1 CSEA staff members, officers, job stewards or other official representatives shall provide the Immediate Management Supervisor of the area with reasonable advance notice for purposes of such access and shall, prior to contacting an employee, make his/her presence known to the employee’s Immediate Management Supervisor. Any member of the CSEA field staff who wishes access to District premises shall notify the Vice Chancellor of Human Resources of his/her identity. 5.1.1.2 CSEA job stewards shall be permitted incidental use of District telephones and e-mail to contact Unit Members for union representation purposes relative to rights afforded under this Agreement. 5.1.2 The 4.1.1 CSEA shall have the right to use without charge institutional post notices of activities and matters of CSEA concern on employee bulletin boards, mailboxes at least one of which shall be provided in each school plant in areas frequented by employees, and CSEA shall provide the administration with a copy of the school notice at the approximate time of posting. CSEA may use the regular District mail system, service and other District means of communication employee mailboxes for the posting or transmission of information or notices concerning CSEA matterscommunications to employees. 5.1.3 The right 4.1.1.1 All CSEA Executive Board members and mutually agreed upon CSEA representatives will be assigned a District email address and provided reasonable access to use institutional building, facilities, and standard office equipment, in accordance with Board policy and the Civic Center Act, at reasonable times, District computers for the purpose of conducting chapter business accessing CSEA or school district related email. Such access will be limited to off work time and related matterswill not disrupt the workflow of other employees. The District will designate appropriate computer access points. 4.1.2 The right to reasonable use, without charge, of institutional facilities, equipment, and buildings at reasonable times. Such use will shall be at no cost unless special services are required as determined by the Immediate Management Supervisor. 5.1.4 The right to review Unit Members’ personnel files and any other records dealing with Unit Members when accompanied by the Unit Member or on presentation of a written authorization signed by the Unit Member. 5.1.5 The right to receive, upon request, a complete “hire date” roster of all Unit Members, indicating the Unit Member’s present classification, department and location assignment. This shall constitute full and sufficient notice to CSEA of all Board actions or decisions. 5.3.2 Within thirty (30) days after the ratification of this Agreement and subsequent ratified agreements, the District shall post on its website a copy of this Agreement and any ratified changes. 5.4 The right District shall provide CSEA with the following lists: 5.4.1 A bargaining unit list on October 1 of each year which shall include the unit member's name, classification, hours per day, days per year, site and immediate supervisor 5.4.2 On September 1 of each year and upon written request by CSEA, the District shall provide CSEA with a seniority list for all classifications in the bargaining unit. 5.5 Upon written request, the District shall provide release time without loss of compensation for no more than two (2) CSEA delegates to use institutional buildingattend the Annual Conference. 5.6 Upon request, facilities, and standard office equipment, in accordance the District shall provide release time without loss of compensation for unit members to conduct necessary CSEA business. CSEA agrees to reimburse the District for all expenses associated with Board policy and this section. 5.6.1 CSEA Negotiation Team members shall be granted a reasonable period of release time without loss of compensation for the Civic Center Act, at reasonable times, purposes of negotiations. 5.6.2 The CSEA Chapter President or designee shall be entitled to 60 hours of release time each year for the purpose of conducting chapter business and related matters. CSEA agrees to reimburse District for all expenses associated with this section. If the CSEA President/designee is not able to attend, the only CSEA-related information provided to the new employee will be the Association “Welcome Letter.” [Negotiated 2013] 2.1.9.2 If the CSEA President/designee is not able to attend the meeting, the District shall inform him/her when and where the new employee will report to work so that the CSEA President/designee can provide the employee CSEA-related information at the work site. [Negotiated 2013] 2.1.10 Subject to an agreed upon plan between the District and CSEA, officers and representatives of CSEA shall be granted reasonable release time on SBCP days to address unit members concerning union business and/or to present staff development programs sponsored by CSEA. 2.1.11 A supervisor shall grant leave (released time) to a CSEA representative for the purpose of conducting union business if such leave would not constitute a cost to the District and would not adversely impact the need for work to be completed in a timely manner. Union representatives will notify department supervisors or site administrators of their intent to visit and/or of their arrival at a given work location. They will be permitted entry upon registering as a visitor. In no event shall the release time exceed ten (10) hours per month.
