Deputy Minister. The Deputy Minister is responsible for: (a) providing support and assistance to the Minister in the execution of the Minister's duties with regard to the Corporation, including ensuring the Corporation is in compliance with applicable Ministry of Finance and TB/MBC Directives and applicable Ministry and Government policies; (b) except where the Ministry and Corporation agree otherwise, ensuring the provision of administrative and organizational support services to the Corporation as may be required; (c) providing a framework for assessing whether the Corporation is fulfilling its mandate in accordance with applicable Ministry of Finance and TB/MBC Directives and Ministry and Government policies; (d) undertaking assessments of whether the Corporation is fulfilling its legislative mandate in accordance with Ministry of Finance and TB/MBC Directives and Government and Ministry policies, identifying any need for corrective action, recommending to the Chief Executive Officer ways to resolve any issues that are identified and advising the Minister of ways of resolving such issues; (e) establishing a framework for reviewing and assessing the Corporation’s strategic business and financial activities, business plans and other reports; (f) advising the Minister on the Board’s documents submitted to the Minister for review and/or approval; (g) ensuring Ministry submissions, publications, and other consolidated documents include appropriate references to the Corporation that reflect its issues and concerns in accordance with Ministry of Finance and TB/MBC Directives, Government and Ministry policies, and Ministry priorities; (h) ensuring that the Ministry undertakes the preparation of all Cabinet, TB/MBC and any other submissions (with supporting documentation) required to obtain any Government approvals necessary for the Corporation as set out in Regulation 618/98, Ministry of Finance and TB/MBC Directives, Government or Ministry policies, or this MOU; (i) consulting with the Chair in establishing a performance contract for the Chief Executive Officer and in evaluating the performance of the Chief Executive Officer; (j) participating in the selection process of a Chief Executive Officer for the Corporation; (k) negotiating a draft MOU with the Chair as directed by the Minister; and (l) communicating regularly with the Chief Executive Officer of the Corporation.

(fd) advising advise the Minister on the Board’s agency documents submitted to the Minister for review and/or approvalreview, approval or both;
(e) keep the Minister advised in respect of issues or events that fall within the responsibilities of the ONTC;
(f) consult with the Chair, as needed, on matters of mutual importance, including on any services provided by the Ministry and compliance with TB/MBC directives and Ministry policies and priorities;
(g) ensuring Ministry submissions, publications, and other consolidated documents include appropriate references to undertake and/ or cooperate with reviews of the Corporation that reflect its issues and concerns in accordance with Ministry of Finance and ONTC as may be directed by the Minister or TB/MBC Directives, Government and Ministry policies, and Ministry prioritiesMBC;
(h) ensuring that monitor the Ministry undertakes ONTC on behalf of the preparation Minister and, where warranted, identify needs for corrective action and recommend to the Minister ways of all Cabinet, TB/MBC and any other submissions (with supporting documentation) required to obtain any Government approvals necessary for the Corporation as set out in Regulation 618/98, Ministry of Finance and TB/MBC Directives, Government or Ministry policies, or this MOUresolving issues;
(i) consulting ensure an accountability framework, that includes without limitation an approved memorandum of understanding, Business Plan and Capital Plan, and Contribution Agreement, is in place in accordance with the Chair in establishing a performance contract for the Chief Executive Officer and in evaluating the performance applicable directives of the Chief Executive OfficerProvince;
(j) participating arrange for administrative, financial, and other support to the ONTC as specified in the selection process of a Chief Executive Officer for the CorporationMOU;
(k) negotiating advise the Chair of required timelines for the ONTC to submit its Business Plan and Capital Plan and its operating budget;
(l) apprise the ONTC of decisions of the Province with respect to the ONTC's annual allocation and any Direction and/or any potential impact on delivery of services as reflected in the Mandate;
(m) approve, on behalf of the Ministry an annual Contribution Agreement between MNDM and the ONTC setting out:
(i) any Cabinet direction and where appropriate any Direction with respect to the ONTC,
(ii) the approved annual operating subsidy, capital funding, service levels and performance measures for the Prescribed Services as needed, and
(iii) if appropriate, any changes that may be required in the ONTC’s Business Plan and Capital Plan to reflect the Cabinet direction referred to at paragraph (i) above.
(n) recommend to the Minister, as may be necessary, the evaluation or review, including a draft MOU risk-based review, of the ONTC or any of its programs, or changes to the management framework or operations of the ONTC;
(o) facilitate briefings and consultations between the Chair and the Minister, and between Ministry staff and the ONTC staff as appropriate;
(p) attest to TB/MBC as required, to the ONTC’s compliance with the mandatory accountability requirements set out in the Agency Establishment and Accountability Directive;
(q) ensure that the Ministry and the ONTC have the capacity and systems in place for ongoing risk-based management, including appropriate oversight of the ONTC;
(r) ensure that the ONTC has an appropriate risk management framework and a risk management plan in place;
(s) undertake timely risk-based reviews of the ONTC, its management or operations as may be directed by the Minister or TB/MBC;
(t) support the Minister in reviewing the performance targets, measures and results of the ONTC;
(u) submit to the Minister, as part of the annual planning process, a risk assessment and management plan for each risk category;
(v) meet with the Chair as needed or as directed by the Minister;
(w) inform the Chair in writing of new directives of the Province and any exceptions to or exemptions in whole or in part from TB/MBC directives or Ministry administrative policies; and
(lx) communicating regularly with when required, submit a report to the Chief Executive Officer Secretaries of TB/MBC on the transformation of the CorporationONTC, the disposition of any assets, the completion of any outstanding responsibilities by the ONTC and the termination of any Commissioner appointments.
