Skills Development. The Company acknowledges the changing pace of technology in the electrical contracting industry and the need for employees to understand those changes and have the necessary skill requirements to keep the Company at the forefront of the industry. The Parties to this Agreement recognise that in order to increase the efficiency, productivity and competitiveness of the Company, a commitment to training and skill development is required. Accordingly, the parties commit themselves to: i) Developing a more highly skilled and flexible workforce. ii) Providing employees with career opportunities through appropriate training to acquire the additional skills as required by the Company. Taking into account; The current and future skill needs of the Company. The size, structure and nature of the Company. The need to develop vocational skills relevant to the Company and the Electrical Contracting Industry. Where, by agreement between the employee and employer, an employee undertakes training providing skills, which are not a company specific requirement, any time spent in the completion of this training shall be unpaid.

Training will be directed towards developing a highly skilled and productive work force, and a supportive working environment designed to broaden an employee's skills base. Every employee will be given the opportunity to undertake training, subject to the requirements to maintain productivity levels, the skills needed within the Organisation and the financial constraints of the Company. The Company will endeavour to provide employees with career opportunities through appropriate training and education subject to these opportunities being available. Training programs will be structured to meet all current legislative requirements and where practicable, Training, learning outcomes, assessment and certification will comply with the standards determined by the National Training Board.

Skills Development. The College and the Union recognize the principle of human resource development through skill-upgrading in line with career development as it relates to opportunity for advancement in the service of the College. Where it is possible to foresee the future utilization of such skill upgrading, Regular, Seasonal and Special Employees, having been employed by the College for 3 months, may apply to the Divisional Director or Manager to take a course or seminar related to skill-upgrading. Upon approval, such leave shall be with pay. Upon execution of this Agreement. the College will establish a Skills Upgrading Leave Allowance of three hundred and sixty (360) days of paid leave. The Skills Upgrading Leave Allowance will be "topped up" each April 1st to the level of three hundred and sixty (360) days of paid leave available. Regular, Seasonal or Special Employees may submit Skills Upgrading Leave proposals to the Human Resources Manager who will administer the Leave Allowance and the College shall provide the Union with a report on the use of the Allowance semi-annually, JUNE 30th and DECEMBER 31st.

Skills Development. Where an employee has been given the opportunity to learn new skills through a “hands on” training program as a result of a full time vacancy arising, an appropriate skills development time frame will be negotiated. At the end of this period employees will be given the opportunity to enter into a classification review provided that the new skills are outside of the existing classification level and the organisation has an existing establishment position available.
Skills Development. British Columbia will implement a benefit for the education and training of EI Clients so they can obtain the skills necessary for employment. This benefit will include the costs ordinarily paid by British Columbia over and above the amounts recovered through tuition fees, with respect to each EI Client receiving financial assistance under Skills Development and attending a publicly funded training institution.
Skills Development. Considering the overall budget, duration of the contract, opportunities for growth in this industry and the industries annual contribution to skills development levies, panel members are expected to develop skills through an engineering degree bursary (from the second year of study) not exceeding R300 000.00 per student at a registered and accredited South African university in favour of a student originating from or residing within the Local Municipality where the service will be consumed. The number of bursaries will be linked to the value spent against the contract over a four year period. The skills development initiative will not be part of the weighting criteria however as a condition for contract award, panel members will offer a minimum second year engineering bursary to assigned beneficiary at a registered and accredited South African university, for every R10 million invoiced of the cumulative contract amount. Panel members will offer an engineering university bursary in favour of a second year or higher student residing within the burg Local Municipality where the service will be consumed for every R10 million invoiced of the cumulative contract amount. The skills development commitment shall be carried out within one month of reaching or exceeding the R10 million threshold.
