Common use of Design Criteria Clause in Contracts

Design Criteria. The AGENCY shall designate the basic premises and criteria for the design within the Detailed Scope of Work for each TASK ASSIGNMENT issued under this AGREEMENT. Reports and plans shall be prepared in compliance with accepted engineering standards and to the extent feasible, shall be developed in accordance with the latest edition and amendments of the following, if applicable: • Washington State Department of Transportation/American Public Works Association (WSDOT/APWA), "Standard Specifications for Road, Bridge, and Municipal Construction". • WSDOT, "Standard Plans". • WSDOT, "Plans Preparation Manual". • WSDOT, "Design Manual". • WSDOT, "Bridge Design Manual". • American Association of State Highway and Transportation Officials (AASHTO), "A Policy on Geometric Design of Highways and Streets". • Transportation Research Board, "Highway Capacity Manual". • FHWA and WSDOT, "Manual on Uniform Traffic Control Devices" – Washington State Modifications. • WSDOT, "Local Agency Guidelines". • WSDOT "Right of Way Manual". • WSDOT, "Utilities Manual". • WSDOT, “Highway Runoff Manual”. • WSDOT, "Hydraulics Manual". • WSDOT, "Materials Branch Laboratory Manual". • WSDOT, "Construction Manual". • Department of Ecology, "Storm Water Management Manual for Western Washington". • State Environmental Policy Act Rules, Chapter 197-11, Washington Administration Code and Subtitle 30.6 of the Snohomish County Code. • Snohomish County "Engineering Design and Development Standards" (XXXX). • Snohomish County Code Title 13, Roads & Bridges Ordinance. • Standard drawings prepared by the AGENCY and furnished to the CONSULTANT shall be used as a guide in all cases where they fit design conditions. • Standard specifications, procedures and forms utilized by the AGENCY for Public Work’s construction projects will be furnished by the AGENCY. PS&E deliverables shall be prepared in compliance with the AGENCY’s Public Works CADD Standards where applicable. These standards address issues such as CADD layer/linetype/ symbol conventions, font specifications, title blocks, line weights, plot setups, CADD project file naming, etc. CONSULTANTS may obtain the current version of CADD Standards from the AGENCY’s Internet site at: xxxx://xxxxxxxxxxxxxxxxx.xxx/205/Engineering-Services located under "Helpful Forms and Links". Parties to this AGREEMENT will obtain the version number of the standards that is current at the time of signing and shall use that version through the life of the AGREEMENT, unless a modified version is released by the AGENCY, in which case such modified version shall govern from that point forward. The intent is to encourage the CONSULTANT to provide deliverables with the same “look and feel” of plans and specifications produced by the AGENCY, with the same standards of data integrity and predictable duplication of calculations achieved by using the same conventions. Standard symbols are available as .DWG files, and sample hard copies are available in support of these goals. The AGENCY’s CADD Standards also include CADD project data conventions which outline how Xrefs, paper space and layouts should be incorporated into project drawing file structures. The CONSULTANT shall have discussions with the AGENCY’s Survey Group and the Design Team responsible for each assigned project to ensure knowledge of and compliance with current AGENCY CADD Standards. At this time, the AGENCY uses 2021 Autocad Civil 3D for survey, civil design and drafting. It is expected that the CONSULTANT shall provide CADD project drawing files in .DWG file format produced using Autocad Civil 3D. The CONSULTANT shall provide all CADD project data in Autodesk Civil 3D application format, the version of which application shall be noted in the most current Public Works CADD Standards Package available. The AGENCY intends to issue an updated version of the Public Works CADD Standards Package every February-March. In addition, the AGENCY may upgrade to a newer version of AutoDesk civil engineering software during the term of this AGREEMENT. If this should occur, the CONSULTANT will be required to upgrade to the same version and begin using the new version of the appropriate Autodesk product starting with the next TASK ASSIGNMENT issued to the CONSULTANT. The AGENCY will notify CONSULTANT of intent to upgrade at least three (3) months prior to transition date. The CONSULTANT shall provide the AGENCY any and all data produced in the performance of this AGREEMENT and TASK ASSIGNMENTS issued under this AGREEMENT, including, but not limited to Field Books, .DWG files, project data and project files. The CONSULTANT shall provide project data electronically, if required by the AGENCY’s Survey Group and/or Design Team, in Autodesk XML Version 1.0 or later format. If required, the CONSULTANT shall also provide data in hard copy according to specifications required by the AGENCY per the current Engineering Design and Development Standards 2021, Chapter 10. If the CONSULTANT is responsible for hard copy record drawing submittals, they will be produced from a duplicate set of as-designed plans. If the CONSULTANT is producing construction plan and/or record drawing submittal sets, the CONSULTANT will submit PDF and DWF files that will faithfully reproduce those plan sets.

Pressurized collection system projects shall be designed and project filesconstructed in accordance with approved City standards and shall conform to the rules set forth by the DEQ. Plans, specifications, O & M manuals for pump stations shall be prepared by an Oregon registered professional engineer and reviewed by qualified sanitary engineering staff and DEQ. Public gravity sewer systems, including sanitary sewer mains, side sewers, sanitary sewer manholes and sanitary sewer facilities, shall be constructed in accordance with the latest issue or revision of the Oregon Standard Specifications for Construction and Oregon Department of Environment Quality Standards for sanitary sewers. All connections to City facilities shall conform to City Standards. Sanitary sewer main extension(s) shall be required when the property does not front on a sewer main, or when the existing sewer main is not adequately sized for the use proposed. The CONSULTANT contractor shall provide project data electronically, if required have plans which have signature approval by the AGENCYCity’s Survey Group and/or Design TeamPublic Works Department, in Autodesk XML Version 1.0 or later format. If requiredand have obtained all City, County, State, Federal and other required permits, and shall have posted all required bonds prior to the CONSULTANT shall also provide data in hard copy according to specifications required by the AGENCY per the current Engineering Design and Development Standards 2021, Chapter 10. If the CONSULTANT is responsible for hard copy record drawing submittals, they will be produced from a duplicate set start of as-designed plans. If the CONSULTANT is producing any construction plan and/or record drawing submittal sets, the CONSULTANT will submit PDF and DWF files that will faithfully reproduce those plan setsactivities.
