Designated Meeting Areas. Off-duty employees shall be permitted to conduct FOP Lodge Meetings and Labor Council meetings on State property with the prior approval of the Employer when there would be no conflict with the usage of the facility by the Employer and subject to the same rules and regulations applicable to other employee groups. Such approval will not be unreasonably withheld.
