Displacement and Employment Security Definition of Displacement. Any employee classified as a regular employee shall be considered displaced by technological change when her/his services shall no longer be required as a result of a restructuring initiative, including a change in plant or equipment, or a change in a process or method of operation diminishing the total number of employees required to operate the department in which she/he is employed.
