Duty Station. A. Neither an employee's duty station nor the employee shall be transferred unless such transfer is in the best interest of the State. Disputes arising over involuntary transfers shall enter the Grievance Procedure at Step Three, and if not resolved at that level, the parties agree to expedite arbitration.
