Educational Incentive Pay. II.I.8.a.
Educational Incentive Pay. Effective January 1, 2022, the current Education Incentive Differential (EID) rates from the pre-existing salary schedules shall be eliminated and, in their place, the following Educational Incentive Pay program will be applied. The salary schedules contained in Addendum B reflect the new Educational Incentive pay allowances. Upon successful completion of field training and promotion to the rank of Police Officer, an officer who has received or obtains one of the degrees set forth below from an accredited college or university shall receive an annual incentive allowance added to their hourly rate, as follows: • $1,500 for associate’s degree ($0.723/hour) • $3,000 for bachelor’s degree ($1.446/hour) • $4,500 for master’s degree and above ($2.169/hour) Educational incentives are not cumulative, but rather the employee will be entitled to the highest incentive based on the degree(s) obtained. In the event an employee obtains a new or higher degree during employment, the employee will submit to the Department proof of degree attainment. Upon verification and approval by the Department, within thirty (30) days of submission, the employee’s pay will be adjusted effective on the first day of the pay period following the date of submission by the employee. Any current employee with an EID classification will be adjusted to the non-EID rate, but will receive the annual incentive allowance as part of their hourly rate, spread over twenty-six (26) pay periods. The hourly rate will be calculated by dividing the annual educational incentive by 2,074 hours. Educational incentive pay will be included in the regular rate for overtime purposes. In addition, it will be counted as part of the employee’s annual salary for pension purposes, consistent with the prevailing Fire & Police Employees Retirement System regulations, and reflected on the salary schedules.

The State agrees to pay employees who attain the POST Certificates listed below, or the appropriate college degree, as follows: (1) Employees shall qualify for 2.5% of their base salary or no less than $120 per month if they possess an Intermediate POST Certificate or equivalent, as certified by the Department, or an AA Degree. (2) Employees shall qualify for 5% of their base salary or no less than $240 per month if they possess an Advanced POST Certificate or equivalent, as certified by the Department, or a BA Degree. b. The degrees must be obtained from an accredited college or university. c. The above educational incentives are non-cumulative, i.e., employees are eligible to receive one or the other, but not both. d. Employees who submit their CHP 74 shall begin receiving the Educational Incentive Pay effective with the pay period following the month in which the form was submitted.

Educational Incentive Pay. As an incentive for educational advancement, the City shall pay an amount equal to 6% of the applicable base salary after attainment of an Intermediate Certificate from the State Commission on Peace Officers Standards and Training (POST) or attainment of an AA or AS degree, or the equivalent in terms of numbers of units and courses taken, in a field that is relevant to the profession of a sworn law enforcement officer from an accredited college or university. The City shall pay an amount equal to 12.8% of the applicable base salary after attainment of an Advanced Certificate from POST or attainment of a Bachelor's degree in a field that is relevant to the profession of a sworn law enforcement officer from an accredited college or university. The Director of Human Resources will confer with the Police Chief regarding what fields of study are relevant to the profession of a sworn law enforcement officer. Any employee who through inexcusable neglect fails to satisfy the minimum POST-mandated training requirements is disqualified from receiving the benefits provided in this Section until he/she becomes compliant. An employee may submit a proposed course of study to the Director of Human Resources to obtain advance approval that the proposed course of study would meet the criteria for educational incentive pay. If the employee receives advance approval for the course of study and he/she successfully completes the course of study, the degree received and/or the number of units and courses completed will be counted towards meeting the criteria for educational incentive pay.

Educational Incentive Pay. Possession of an Associate’s degree from an accredited college or university which is not a minimum qualification for the relevant classification, and is verified by the City, shall entitle a bargaining unit member to an additional seventy five dollars ($75) per month. Possession of a Bachelor’s degree from an accredited college or university which is not a minimum qualification for the relevant classification, and is verified by the City, shall entitle a bargaining unit member to an additional one hundred twenty five dollars ($125) per month. Possession of a Master’s degree from an accredited college or university which is not a minimum qualification for the relevant classification, and is verified by the City, shall entitle a bargaining unit member to an additional one hundred seventy five dollars ($175) per month. Qualifying courses, and work associated with those courses, are to be pursued during the member’s off duty time. No overtime shall be accrued for qualifying courses or work associated with those courses. This will not restrict any member from applying for time off, or making approved shift trades, in order to attend qualifying courses. Time off and shift trades shall be at the discretion of the direct supervisor and approval of the Department Head. Employees shall not be permitted to use City vehicles to attend qualifying courses.
Educational Incentive Pay. A) Each employee, who has successfully completed a four-course curriculum, approved in advance by the Personnel Administrator, shall be entitled to a one- step pay increment next above their current base step; or, if the employee is at the maximum of the grade, an increment equal in amount to the difference between the last step in the pay range and that step immediately prior to it. B) Persons employed prior to July 1, 2001 may retain said increment but shall be eligible for only one such increment under the Incentive In-Service Training Program during the course of their employment with the State. C) Persons first employed on or after July 1, 2001 shall be eligible to earn an unlimited number of additional increments during their careers, subject to the following: 1) Each earned increment shall be retained for not more than four (4) years; 2) Each employee shall be eligible to earn additional increments under the Incentive In-Service Training Program by commencing additional training three years or more after final payment of the previously earned increment. D) A person employed prior to July 1, 2001 may become eligible for multiple increment payments by submitting to the DOA’s Office of Training and Development a written form giving up the career increment retention under the paragraph B).
