Eligibility Attaches to the Classification/Assignment not the Employee. An employee’s continuing eligibility for reimbursement under the “D” mileage plan depends upon satisfaction of the criteria described in section 1 and does not become a vested right of the employee. A substantial change in the duties of an employee assigned to a job classification listed in Appendix D may result in a change in eligibility for “D” mileage.
