Emergency Management Program. Develop an emergency management program which shall provide for the needs of the SUBDIVISION, which shall be complementary to and compatible and coordinated with the needs of the Operational Area in the event of an emergency.

Flexibility is a cornerstone of any emergency plan and can best be accomplished by having highly skilled and welltrained evacuation teams that will command respect and have the authority to make decisions.
