Applicable for internal or external candidates When the County is unable to recruit a qualified internal/external candidate, with the minimum qualifications desired, due to a shortage of skilled applicants, the employer will repost a development plan opportunity, internally then externally, noting the revised minimum criteria. Consideration will be given under the following provisions:
