Employment of Consultants. In order to assist SFD in the carrying out of the Project, the Borrower shall cause SFD to employ consultants whose qualifications, experience and terms and conditions of employment shall be satisfactory to the Association. Such consultants shall be selected in accordance with principles and procedures satisfactory to the Association on the basis of the "Guidelines for the Use of Consultants by World Bank Borrowers and by The World Bank as Executing Agency" published by the Bank in August 1981. SCHEDULE 4 Implementation Program The Borrower shall cause SFD to abide by the following arrangements in the carrying out of the Project: 1. Part A of the Project (Municipal Services) Public works under Part A of the Project shall be carried out as follows: (a) SFD shall prepare and furnish to the Association, by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan for the carrying out of Sub-projects under Part A of the Project in the various geographical regions of the Borrower. (b) SFD shall assign the responsibility for implementation of each Sub-project (or Sub-projects) included in such plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: (i) the obligation of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, and

Employment of Consultants. Such experts and consultants shall be selected in accordance with principles and procedures satisfactory to the Association on the basis of the "Guidelines for the Use of Consultants by World Bank Borrowers and by The the World Bank as Executing Agency" published by the Bank in August 1981. SCHEDULE 4 Implementation Program The Borrower Project Coordination and Management
1. MAIF shall cause SFD to abide by be responsible for the following arrangements in the carrying out overall implementation of the Project:, with the assistance of the sub-committee on livestock of the Agricultural Policy Committee which shall serve as the Steering Committee (the Steering Committee). The Steering Committee shall be chaired by the Permanent Secretary, MAIF and include representatives of the Ministries of Planning and Economic Development, Environment and Cooperatives and Marketing, the Agricultural Secretariat of Bank of Uganda, Makerere University and the Project Coordinator to be appointed by MAIF, as members. The Steering Committee, which shall meet semiannually, shall be responsible for approving annual work plans and budgets, reviewing annual accounts and audit reports, as well as resolving policy issues.
2. A project coordination unit (PCU), to be headed by the Project Coordinator and comprising a financial controller/procurement manager, an organization and management specialist and support staff, shall be established by December 31, 1990, and thereafter maintained within MAIF to coordinate Project direction and administration. PCU shall be responsible for the review and compilation of annual work plans and budgets, facilitation of implementation of Project activities, and for financial control and procurement.
3. Supervision and monitoring of Project implementation shall be carried out by a Project Management Committee which shall be established within MAIF, under the chairmanship of the Permanent Secretary, MAIF, or his representative and including the Project Coordinator, the managers of the various components of the Project, Ccommissioners for veterinary services and tsetse control, the Chief Research Officer in AHRC, two representatives of farmers, and appropriate staff as may be needed from time to time. The PMC shall meet monthly to review progress and take appropriate measures to expedite effective Project implementation.
4. Annual work programs prepared by the managers of the various components of the Project and duly approved by the steering com- mittee pursuant to paragraph 1 of this Schedule, shall be submitted to the Association by the PCU, not later than July 1, of each year. Drafts of the annual work program shall be submitted to the Association for its review and comments not later than May 1 of each year. The initial work program covering up to June 1991, shall be prepared and submitted to the Association by January 1, 1991.
5. The managers of each component of the Project shall prepare and submit to the PCU, semiannual reports on the progress of the Project, comparing the actual results achieved during the period covered in the report with targets set in the work program and budget. The PCU shall forward to the Association the first report by February 28, 1991, and all subsequent reports not later than two months after the end of the reporting period.
6. MAIF and the Association shall, by December 31, 1993, carry out a comprehensive review of progress made in the implementation of the Project, on the basis of a comprehensive report satisfactory to the Association which shall be submitted to the Association not later than sixty days prior to the review date. Part A of the Project (Municipal Services) Public works under Part A Project
7. MAIF shall appoint an experienced veterinarian within DVSAI, to manage this component of the Project under the overall direction of the Commissioner of Veterinary Services. The component manager, who shall report to the Project Coordinator through the Commissioner, shall be assisted by an epidemiologist. The Chief Research Officer at AHRC, who will be responsible for complementary diagnostic support, shall be assisted by a laboratory technologist who will work closely with the mobile units for control of epidemic diseases. Part B of the Project
(a) A senior entomologist within DTC shall be appointed by MAIF to manage this Project component, under the overall respon- sibility of the Commissioner of Tsetse Control. The manager, will report to the Project Coordinator through the Commissioner of Tsetse Control and shall be assisted by a tsetse control specialist.
(b) The procurement and use of insecticides required to implement the tsetse control program, shall be carried out as followsin accordance with guidelines satisfactory to the Association. Part C of the Project
(a) MAIF shall establish a Forage Development Unit to be based at the AHRC in Entebbe and to be headed by a manager who shall report to the Project Coordinator through the Commissioner of Veterinary Services. He shall be assisted by a forage development specialist and two senior production officers who shall be responsible for training, seed production, and extension services.
(b) MAIF shall, with the assistance of the Faculty of Agriculture of Makerere University, carry out a review of the seed production scheme by September 30, 1993, and if the scheme is found to be profitable, shall take all measures necessary to transfer the seed packaging and distribution process to private operators by September 30, 1994.
(c) MAIF shall prepare and implement a program, satis- factory to the Association, for the phasing out of MAIF’s farms and ranches not required to support its extension and research activities. Part D of the Project
10. UVA shall be responsible for the implementation of this component of the Project through an experienced veterinarian, who shall report to the Project Coordinator through the Chairman of UVA. UVA shall employ a firm of consultants to carry out the day-to-day management of this component through a business management adviser, with experience in privatization schemes, supported by a credit specialist, a legal adviser and a training specialist. The consultants shall, in consultation with the manager of the com- ponent, develop criteria for selection and screening of applicants for private practice, including qualifications satisfactory to UVA, membership in UVA and successful completion of a retraining program at Makerere University to update applicants’ veterinary, business and management skills.
11. The Borrower shall take all measures necessary to ensure that the Bank of Uganda shall establish and maintain a credit guarantee scheme, satisfactory to the Association, whereby repayment of loans made by Participating Banks under Part D.1 of the Project are guaranteed.
12. UVA and Participating Banks shall establish a credit com- mittee consisting of executive committee members of UVA and credit officers of the Participating Banks:
(a) SFD to review all loan applications submitted by veterinarians who intend to start private practice; (b) to determine the technical and financial viability of the proposed practices; (c) to determine the amount and the terms and conditions of the loan, which, unless otherwise agreed with the Association shall (i) not exceed the Uganda Shillings equivalent of $20,000; (ii) bear interest and other charges at the rate of 50% per annum on the loan amount including an administrative fee of 2% per annum on the loan amount which shall be payable to UVA and a credit guarantee premium not exceeding 2-1/2% per annum on the loan amount payable to the Bank of Uganda; and (iii) to have a repayment period not exceeding ten years, including two years of grace.
13. In order to assist UVA to establish a wholesale veterinary cooperative to supply UVA’s members with drugs and small equipment, the Borrower shall, pursuant to Section 3.03 (a) of this Agreement, on-lend to UVA through a Participating Bank the Uganda Shillings equivalent of $40,000, out of the proceeds of the Credit, at an interest rate of 48% per annum, repayable in four years, including two years of grace.
14. The Borrower shall take all measures necessary to:
(a) discontinue its curative veterinary services as and when private veterinary services become available in a particular area; and
(b) sub-contract, through UVA, epidemic disease vaccina- tions to private veterinarians whenever their services are available.
15. The Office of the Xxxx of the Faculty of Veterinary Medicine at Makerere University shall establish a training unit consisting of an administrator/veterinarian and a secretary, which shall report to the manager of this component of the Project. The consultants referred to in paragraph 10 above shall provide the Faculty of Veterinary Medicine with necessary assistance on re-training and course structure and content of the veterinary re-training program. UVA and the training unit shall prepare and furnish implement a detailed work program, satisfactory to the Association, by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan for the carrying out of Sub-projects under UVA’s Project activities, and shall monitor progress in implementation through the annual work program. Part A E of the Project
16. The Project in Coordinator, under the various geographical regions overall direction of the BorrowerPermanent Secretary, MAIF, shall be responsible for overseeing the implementation of the action program by December 31, 1990, with the assistance of an organization and management specialist.
(b) SFD shall assign 17. In order to strengthen MAIF’s accounting, internal control and reporting system, MAIF shall, by December 31, 1990, establish and submit to the responsibility for Association, a management information system, including an implementation of each Sub-project (or Sub-projects) included in such planschedule, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: (i) . 1. The Borrower shall cause SFD to abide by implement the following arrangements in Project through the carrying out of the ProjectImplementing Agencies as follows:
1. Part A of the Project (Municipal Servicesa) Public works under Part A of the Project shall be carried out as follows:by MR with the assistance of MTI.
(b) Part B of the Project shall be carried out by UM with the assistance of MTI.
(c) Part C.1 of the Project shall be carried out by Eligible Beneficiaries with the assistance of MB and PCBs.
(d) Parts C.2, D, and E of the Project shall be carried out by MID with the assistance of MTI.
2. The Borrower shall: (a) SFD maintain the Project Steering Group, established by MID, comprising representatives of MID (entrusted with the chairmanship of the said group), MTI, MOF, UM , MR, MB, and PCBs to coordinate and monitor the implementation of the Project; (b) by September 30, 1994, appoint a Sector Policy Adviser, under terms of reference satisfactory to the Association, to assist MID in the adoption of market-oriented policies, laws and regulations; and (c) by October 31, 1994, appoint a Project Implementation Adviser, under terms of reference satisfactory to the Association, to assist MID and the said Project Steering Group in the management, administration, and coordination of the Project.
3. The Borrower shall cause UM to, by November 30 every year commencing in 1994, establish operational guidelines including performance targets for the following calendar year, satisfactory to the Association, for operating bus and trolleybus companies owned and/or managed by UM.
4. The Borrower shall: (a) prepare a report on the adequacy of the current annual tax on trucks; (b) by June 30, 1995 furnish the said report to and discuss the results and recommendations thereof with the Association; and (c) thereafter, take appropriate steps to implement the said recommendations taking into account the comments, if any, thereon by the Association.
5. The Borrower shall: (a) by, November 15, 1995, prepare a business plan for selected motor carriers in accordance with terms of reference agreed with the Association; (b) thereafter, implement the said plan in a manner satisfactory to the Association; (c) by November 15, 1996, take actions, agreed with the Association, to further privatize Motor Carrier No. 1; and (d) disseminate information about the said business plan to other motor carriers as reasonably required by the Association.
6. The Borrower shall: (a) complete each of the Action Plans in accordance with a time-table, agreed with the Association; and (b) upon completion of each of the Action Plans, carry out the same in a manner satisfactory to the Association.
7. The Borrower shall, by June 30, 1995, adopt and put into force a Code for Environmental Practice for road works as agreed with the Bank.
8. The Borrower shall, jointly with MR: (a) undertake and, by April 30, 1996, complete the studies under Part A.4 of the Project in accordance with terms of reference satisfactory to the Association, and (b) take appropriate steps to implement the recommendations of the said studies taking into account the views thereon of the Association.
9. The Borrower shall grant the requisite approval to MR to adjust tariffs, as appropriate, to meet its maintenance funding need for traction and rolling stock, and tracks in accordance with the maintenance program for traction and rolling stock, and tracks prepared by MR.
10. The Borrower shall, by December 31 every year commencing in 1994, adjust the urban transport fares for the following calendar year to keep pace with inflation in accordance with a formula agreed with the Association.
11. The Borrower shall, by October 30 every year commencing in 1995, prepare and furnish to the AssociationAssociation an estimate of funding needs for road maintenance and, thereafter, allocate the necessary funds to meet these needs taking into account the comments, if any, thereon by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan for the carrying out of Sub-projects under Part A of the Project in the various geographical regions of the Borrower.
(b) SFD shall assign the responsibility for implementation of each Sub-project (or Sub-projects) included in such plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: (i) the obligation of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, and

2. During execution of the Project:, the Borrower shall maintain the Projects Monitoring Unit (PMU) with adequate staff and to be headed at all times by an administrative officer whose qualifi- cations and experience are satisfactory to the Association.
13. Part A During execution of the Project, the Borrower shall maintain the Project Steering Committee (PSC) for the purpose of assisting the General Director of Health in the supervision of Project activities, and to recommend, if needed, actions to resolve issues and improve performance under the Project.
4. The PSC shall include the Secretary General of MOH, the General Director of Health, Inspector General of MOH, the directors of the departments of MOH, and at least two chiefs of provincial services of MOH.
5. The General Director of Health within MOH will be in charge of the secretariate of PSC.
6. During each year of execution of the Project (Municipal Services) Public works under Part A of the Project shall be carried out as followsBorrower shall:
(a) SFD prepare an annual work program, which shall prepare be consistent with Health Sector Policy, in order to include:
(i) all the activities to be carried out for the execution of the Health Sector Program during the following year and furnish a budget therefor;
(ii) all the activities to be carried out under the AssociationProject, a detailed list of items to be financed under the Credit during the following year and a budget therefor;
(iii) training work programs with training schedules by October 31province, 1991, on all training activities to be undertaken by the basis of eligibility criteria satisfactory to the Borrower central training unit within MOH and the Association, an overall six provincial core training teams;
(iv) evidence that the facilities proposed to obtain equipment under Part B of the Project have been previously rehabilitated to minimum operating standards;
(v) a detailed financing plan for the carrying out activities referred to under sub-paragraphs (i) and (ii) above; and.
(vi) a report on the implementation of Sub-projects under Part A last year’s annual work programs which shall include a detailed report on the implementation of the Project in the various geographical regions institutional reform program with a critical assessment of the Borrower.measures taken and a proposal for adjustment of any such measures, if needed;
(b) SFD arrange a meeting of donors interested in financing activities in the health sector in Madagascar to review the draft annual work program for the next year and to finalize the financing plan therefor;
(c) submit to the Association the final annual work program for the next year and shall assign the responsibility for implementation of each Sub-project (or Sub-projects) included be in such plan, to an executing agency (EA) under a Framework Agreement to scope and in such detail as shall be entered into between SFD and the EA under terms and conditions satisfactory to the AssociationAssociation not later than September 30 of each year; and
(d) present a public expenditure program for the health sector for the next following year, satisfactory to the Association not later than September 30 of each year; any such program to provide for a minimum of FMG 1.5 million per health district to provide for maintenance of facilities, including those upgraded for the delivery of MCH/FP services. Mid-term Review
7. By June 30, 1994, the Borrower shall:
(a) undertake a mid-term review of the Project execution, including: :
(i) an assessment as to whether the obligation strategies being followed are producing the expected results,
(ii) a proposal for the pharmaceutical policy of the EA Borrower, and
(Aiii) the development of the non-public sector activities in the health sector;
(b) furnish the Association a report on such mid-term review;
(c) exchange views with the Association on such report; and
(d) take all necessary measures to prepare remedy any problem that has been identified during such mid-term review. Cost Recovery of Drugs
8. By March 31, 1992, the Borrower shall present to the Association for comment a financing plan proposal for the Sub-project, (B) to select contractors introduction of a cost recovery mechanisms for the carrying out distribution of works under drugs prescribed by health agents authorized by XXX. 9. By January 31, 1992, the Sub-project Borrower shall take all necessary measures to open the technical committees for tuberculosis and leprosy to all institutions active in accordance with procedures satisfactory those fields and, thereafter, to SFDensure that such technical committees meet regularly. A. Implementation Arrangements
1. TUBITAK shall cause SFD to abide by the following arrangements in be responsible for the carrying out of the Project:
1. development plan for NMSI, referred to in Part A (1) of the Project (Municipal Services) Public works under Part A of the Project shall be carried out as follows:
Project. TUBITAK shall: (a) SFD shall ensure the carrying out of such plan over a five-year period ending in December 1996; (b) inc- lude recruitment and training under such plan for not less than 10 new professional staff for NMSI in each of the years 1991, 1992 and 1993; and (c) prepare and furnish to the AssociationBank, by October March 1 in each year during the period of carrying out such plan, a draft budget specifying the activities to be carried out during the following fiscal year and the sources of financing such activities.
2. TUBITAK undertakes to complete by June 30, 1993, an examina- tion of its testing services according to accreditation procedures established by NQC.
3. TUBITAK shall adopt, not later than December 31, 1991, on the basis procedures to ensure a degree of eligibility criteria satisfactory to the Borrower financial and the Association, an overall plan managerial autonomy for NMSI adequate for the carrying out exercise of Sub-projects under Part A its functions.
4. TUBITAK shall implement, over the period from the year 1991 through 1993, a program to improve the overall efficiency of its operations, which shall include: (a) survey of the Project in the various geographical regions existing scientific and technological research structure of the Borrower.
Turkey; (b) SFD consultancy on the management of science and technology; (c) staff development; (d) technical consultancy in certain priority areas; (e) updating of laboratories of its Marmara Research Center.
5. TSE and TUBITAK shall assign each maintain the responsibility existence of its PIU with such resources and staff as shall be required for such PIU to provide all administration services under the Project.
6. TSE shall be responsible for the implementation of each Sub-project Part A (or Sub-projects) included in such plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: (i) the obligation of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, and2),

1. Part The Principal Secretary, MOA, shall have overall responsibility for the implementation and coordination of Parts A and B of the Project Project. The Borrower shall continue to maintain the National (Municipal ServicesSmallholder) Public works under Part Credit Committee to advise the Principal Secretary, MOA, on smallholder agricultural credit policies, procedures and use of financial resources. The Committee shall consist of the Controller of Agricultural Services (National Rural Development Program), as Chairman, senior officials of MOA, Program Managers of ADDs and representatives of the Ministry of Finance, RBM and OPC.
2. Within the overall guidance and supervision of the Principal Secretary, MOA, assisted by the Credit Committee referred to in paragraph 1 above, the implementation of Parts A and B of the Project shall be carried out as followsthrough SACA. As a separate unit with departmental status within MOA, SACA shall be responsible for managing, at the national level, the smallholder agricultural credit system and SCF. SACA shall, in particular:
(a) SFD shall prepare pool in SCF all the assets and furnish to the Association, by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan for the carrying out of Sub-projects under Part A liabilities of the Project credit funds now existing in the various geographical regions of the Borrower.ADDs and rural development projects;
(b) SFD shall assign establish guidelines for preparation of annual lending programs by ADDs and recommend to MOA management, for approval, the responsibility for proposed annual lending programs and allocation of funds;
(c) establish operational guidelines and disbursement, accounting and reporting procedures to be applied by all ADDs, supervise and monitor implementation of each Sublending programs, operational and financial performance of ADDs and operating results;
(d) ensure that all contractual obligations relating to credit operations in the area-project specific projects, currently being financed by multilateral and/or bilateral financial institutions and donor agencies, are fully complied with;
(or Sub-projectse) included in such plan, to an executing agency establish staffing norms and coordinate training programs for ADDs’ credit and credit accounting staff;
(EAf) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: prepare action programs to:
(i) increase access of smallholders to institutional credit; and
(ii) promote savings by farmers’ clubs and individual members in the obligation of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices Post Office Savings Bank or commercial banks and other documents necessary to effect payments on account of works under the Sub-projects in accordance financial institutions;
(g) maintain close linkages with the terms agricultural research, veterinary and extension services;
(h) explore possibilities for increasing and diversifying sources of supply for farm inputs and investments; and
(i) take appropriate measures to ensure the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating participation of women in farmer training programs to the Sub-project and to furnish copies extent of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, andtheir representation among smallholders.

Employment of Consultants. SCHEDULE 4 Implementation Program The Borrower shall cause SFD to abide by the following arrangements in the carrying out of the Project:4
1. Part A The Recipient shall designate a National Coordinator within MEPER to be responsible for the overall coordination of the Project (Municipal Services) Public works under Part A EMPS, including implementation of this Project.
2. The Recipient shall make adequate annual budgetary allocations to finance the Project operational budget of DOE.
3. The Recipient shall be carried out as followshave appropriate legislation adopted, not later than December 31, 1993, to make it unlawful for any person:
(a) SFD to xxxx for, kill, capture, take, or otherwise tamper with, any hawksbill turtles, to which the restrictions under Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) apply; or
(b) to deal in, or be engaged in any process of transformation, or trade, involving, such turtles or any part or product thereof.
(a) Not later than December 31, 1994, the Recipient and the Trustee shall prepare and furnish undertake a mid-term review of the Project, during which they shall exchange views generally on all matters relating to the Associationprogress of the Project, and the performance by October 31the Recipient of its obligations under this Agreement, 1991including, on but not limited to:
(i) the basis overall managerial efficiency and performance of eligibility criteria satisfactory SIF, and
(ii) progress in the sea turtles’ management plans in relation to the Borrower outcome of stock assessment, the Hawksbill turtle ranching study, and the Association, an overall plan for the carrying out of Sub-projects under Part A of the Project in the various geographical regions of the Borrowerturtle trade compensation study.
(b) SFD Not later than one month prior to each such review, the Recipient shall assign furnish to the responsibility Trustee, for its comments, a report, in such detail as the Trustee shall reasonably request, on the progress and status of the Project, and giving details, in particular, of the specific issues due to be addressed during such review.
(c) Following each such review, the Recipient shall act promptly and diligently, in order to take any corrective action deemed necessary to remedy any shortcoming noted in the implementation of each Sub-project (the Project, or Sub-projects) included to implement such other measures as may have been agreed upon between the parties in such plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: (i) the obligation furtherance of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms objectives of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating to Project. Special Account

Employment of Consultants. In order to assist SFD the MOA and MOE in the carrying out of the Project, the Borrower shall cause SFD MOA and MOE to employ employ, in accordance with a time schedule acceptable to the Bank, consultants whose qualifications, experience and terms and conditions of employment shall be satisfactory to the AssociationBank. Such consultants shall be selected in accordance with principles and procedures satisfactory to the Association Bank on the basis of the "Guidelines for the Use of Consultants by World Bank Borrowers and by The the World Bank as Executing Agency" published by the Bank in August 1981. SCHEDULE 4 .
A. Implementation Program Responsibilities and Arrangements
(1) The Borrower shall cause SFD maintain the existence of the Project Steering Committee (PSC), chaired by a Deputy Minister of MEAF, and assign to abide by it the following arrangements responsibilities for
(a) approval of annual work program and budget for the Project, (b) monitoring progress in Project implementation, and (c) coordination with other agencies to facilitate such implementation.
(2) MOE shall be responsible for the carrying out of works under Part A (1) and (3) of the Project.
(3) MOA shall be responsible for the carrying out of Parts A (2) and B of the Project.
(4) MOA and MOE shall be responsible for the carrying out of activities falling under their respective jurisdictions under Parts C and D of the Project.
(5) Whenever relevant, DOE shall participate in activities of PSC related to the carrying out of Part C of the Project.
(6) MOA and MOE shall:
(a) assign the technical responsibility for the carrying out of their respective activities under the Project to their PADs and RWAs in the Project Area; and
(b) each maintain and adequately staff its Liaison Office (LO), and make it responsible for: (i) review of draft Project annual work plan, and for submission of the same to PSC, (ii) coordination of activities under the Project, (iii) preparation, on the basis of information obtained from agencies involved in the carrying out of the Project:
1. Part A , of Project consolidated progress reports, (iv) maintenance of financial procedures for the Project, preparation of application for withdrawal of the proceeds of the Loan and arranging for audit of the Project accounts referred to in Section 4.01 of this Agreement, (Municipal Servicesv) Public works review of procurement documents under Part A of the Project shall be carried and carrying out as follows:
such procurement whenever feasible, and (avi) SFD shall prepare and furnish to the Association, by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan preparation for the carrying out of Sub-projects under the studies referred to in Part A D (2) of the Project in the various geographical regions of the BorrowerProject.
(b) SFD shall assign the responsibility for implementation of each Sub-project (or Sub-projects) included in such plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: (i) the obligation of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, and

1. SCHEDULE 4 Implementation Program The Executing Agency for the Project shall be PWD within MCTW. Within PWD, the overall responsibility for executing the Project will rest with the Permanent Secretary for Works and Transport (W&T) while day-to-day direction of all Project components will be handled by the Deputy Secretary (W&T) who will be assisted by consultants to be engaged under the Project. The Director, Roads and Airfields (R&A) will be responsible for design and documentation of all road works to be carried out by force account.
2. The Borrower shall cause SFD the Deputy Secretary (W&T) to abide by manage and administer the following arrangements in assistance to be provided under the carrying out Project to improve road maintenance management practices, programmes and operations. In this regard, three consultant road maintenance engineers will be recruited and attached, one each, to the Western, Central/Eastern and Northern Divisional Engineer’s Offices with the maintenance engineer attached to the Central/Eastern Division acting as Principal Road Maintenance Engineer responsible to the Deputy Secretary (W&T). Concurrent with the commencement of services of the Project:
1. Part A three engineers above-mentioned, counterpart road maintenance engineers will be assigned to the three Divisional Engineer’s Offices and will be suitably trained to enable them, subsequently, to take over the responsibilities of the Project (Municipal Services) Public works under Part A three consultant engineers at the expiration of the Project shall be carried out as follows:latters’ terms of engagement.
(a) SFD shall prepare and furnish to the Association3. 13. The Borrower shall maintain within DOR the Environmental Management Unit headed by an officer with qualifications and expe- rience acceptable to the Association, such unit to be assigned with such powers, functions, responsibilities, funds, staffing and other resources as shall be required to enable it to adequately undertake, inter alia: (a) preparation of environmental impact assessments of road development projects; (b) review overall work program of DOR with respect to environmental issues and social impact; and (c) preparation of planning and engineering practices and procedures for road projects consistent with environmental and social requirements.
4. The Borrower shall in the Sankhuwasabha and Terhathum Districts in the Project Area maintain committees chaired by the respective Chief District Officer and to include the following members from the respective Districts: the Land Revenue Officer or the Land Reform Officer, and the representative of the District Panchayat. The Project Manager shall be the member-secretary of such committees. Each ARC shall be provided with such functions, responsibilities, funds, staffing and other resources as shall be required to enable them to carry out the activities entrusted with under the Guidelines.
5. The Borrower shall carry out Part A C of the Project (Municipal Services) Public works under Part A in accordance with the principles, objectives and provisions of the Project Guidelines and pursuant to ACRP for each construction year, satis- factory to the Association. For such purposes, on November 1, 1989 and April 1, 1990, or such other dates as the Borrower and the Association shall be carried out as follows:
(a) SFD otherwise agree, the Borrower shall prepare and furnish to the Association, by October 31for its concurrence, 1991a proposed ACRP for the second and third Project construction year, on the basis of eligibility criteria respectively, and thereafter carry out such ACRPs, satisfactory to the Associa- tion; provided, however, that on October 1, 1989 and March 1, 1990, the Borrower shall prepare and furnish to the Association, for its review and comments, an overall plan ACRP implementation review report, and thereafter, taking into account the Association’s comments, if any, make the required revision to the respective ACRP for the carrying its further implementation.
6. The Borrower shall cause its Ministry of Forest and Soil Conservation to carry out of Sub-projects under Part A of in the Project in the various geographical regions of the Borrower.
(b) SFD shall assign the responsibility for implementation of each Sub-project (or Sub-projects) included in such Area a forestry supervi- sion plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: (i) . SCHEDULE 4 Implementation Program Section A: General
1. For the purposes of the execution of Parts A, B, C and E of the Project, the Borrower shall, through MINAGRI, beginning November 30, 1991 and thereafter not later than June 30 of each year, furnish to the Bank, for its review and approval, in respect of the forthcoming year, detailed work programs and budgets, including training programs, where applicable. In addition, together with the detailed work programs and budgets for Part A of the Project, the Borrower shall, through MINAGRI, furnish to the Bank an evaluation report of activities undertaken during the previous twelve-month period between April 1 and March 31, including the annual audit report of FIMAC records and accounts at the central, provincial and departmental levels referred to in Section 4.01 of this Agreement.
2. The Borrower FIMAC Scheme shall cause SFD to abide by be introduced on a gradual basis over the following arrangements in the carrying entire Borrower’s territory. Small-scale Projects financed out of the Project:Loan proceeds shall be carried out in rural areas where there is no other financing for this purpose. Section B: Project Management
1. Part A of the Project (Municipal ServicesRural Community Development)
(a) Public works under At the national level, MINAGRI’s Direction des Projets Agricoles (DPA) shall have the overall responsibility for the supervision and monitoring of the implementation of Part A of the Project shall be carried out as follows:
(a) SFD shall prepare and furnish to the Association, by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan for the carrying out coordination of Sub-projects under Part A of the Project in the various geographical regions activities of the Borrower’s relevant ministries and Sponsoring Agencies under the FIMAC Scheme. The following qualified and experienced staff shall be appointed and thereafter maintained: (i) a FIMAC Project Director; (ii) an agro-economist acting as Assistant Project Director, supported by a consultant specialized in micro-projects and employed in accordance with the provisions of Section II of Schedule 4 to this Agreement; (iii) an administrative and financial controller employed in accordance with the provisions of Section II of Schedule 4 to this Agreement; (iv) a field staff supervisor; and (v) two training coordinators from MINAGRI. Said staff shall be in charge of the preparation of methods and procedures applicable for Small-scale Project identification, appraisal, approval and evaluation and for the training program, and shall also provide technical support to the provincial technical units referred in the paragraph hereunder.
(b) SFD shall assign At the responsibility for implementation level of each SubProvince, a commission chaired by the Governor and including representatives from the Borrower’s relevant ministries, of the Sponsoring Agencies and of financial intermediaries shall be responsible for the review and approval of the Small-project (or scale Sub-projects. It shall be assisted by a provincial technical unit staffed at least with two agents from MINAGRI; said unit shall help the Beneficiaries in the preparation and execution of the Small-scale Projects and in the supervision of the training program.

(EAd) under a Framework Agreement to Notwithstanding the generality of the provisions of Section 4.01 of this Agreement, records and accounts for the FIMAC Scheme at the central, provincial and departmental levels shall be entered into between SFD and the EA under terms and conditions satisfactory reviewed every six months by an independent accountant (Commissaire aux comptes) acceptable to the Association, including: (i) the obligation Bank.
2. Part B of the EA Project (ALocust Control Program) to prepare a financing plan for the Sub-project, (B) to select contractors for MINAGRI shall cooperate with UTAVA in the carrying out of works under Part B (a) of the SubProject.
3. Part C of the Project (Information System) MINAGRI’s Direction des Enquetes Agro-project Economiques et de la Planification Agricole (DEAPA) shall have the overall responsibility for the implementation of Part C of the Project through a coordinating unit staffed with an agro-economist, a statistician and two research assistants, all experienced and qualified.
4. Part D of the Project (Market Infrastructure) MINAT shall cooperate with CFC in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account appraisal of works under the Sub-projects and in accordance with the terms organization of the relevant Framework Agreement, seminars referred to in Part D (Db) to maintain all accounts, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, andProject.

(a) Public works completing the detailed planning and preparation for the Project;
(b) arranging for the proper procurement of all goods and equipment;
(c) preparing, for each Project program or component for which the Association shall have so requested, a detailed action plan for the distribution of the goods to be imported under that program or component (the Plan of Distribution);
(d) ensuring good coordination in the planned provision of goods under the Project with planned importation of goods financed by other external lending agencies or provided by International donors;
(e) ensuring timely submission of the Plans of Distribution to the Borrower and the Association for approval;
(f) ensuring the proper allocation and distribution of goods to the intended end-users in accordance with the Plans of Distribution and in conformity with any special procedures required by the Association relating to the terms and conditions under which goods should be made available to end-users;
(g) monitoring overall execution of the Project;
(h) preparing and submitting withdrawal applications under the Credit;
(i) maintaining the Project accounts required under Section 4.01 (a) of this Agreement.
2. Xxxxx A, C, D, E and F of the Project
(a) To assist in carrying out the responsibilities of the PIU for procurement under Parts A, C, D, E and F of the Project, the lists of urgently needed imports required in particular sectors or by particular public entities shall be finalized through the concerned user-Ministries or agencies of the Borrower, including MOA, MOFE and MOT.
(b) To facilitate the importation of goods, the PIU shall contract to use the services of public or private foreign trade enterprises, under such conditions and with terms of reference as are acceptable to the Association.
(c) In order to ensure the adequacy of financial resources required by non-state entities as provided for under Part A of the Project shall be carried out Project, the Borrower shall:
(i) identify particular financial institutions capable of servicing credit needs of the intended distributors and end-users under Part A; and (ii) provide all necessary administrative and financial support for such financial institutions, including by making budgetary allocations as follows:necessary to satisfy liquidity and other requirements.
3. Part B of the Project
(a) SFD shall prepare All goods and furnish to the Association, by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan for the carrying out of Sub-projects services under Part A of the Project in the various geographical regions of the BorrowerB shall be provided to DPE.
(b) SFD DPE, with the assistance of the PIU, shall assign the responsibility for implementation of each Sub-project (or Sub-projects) included in such planbe responsible for, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, includinginter alia: (i) the obligation of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out its own procurement directly; (ii) acceptance of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, delivery; and

1. Part A FP shall, under the general supervision and guidance of the Ministry of Communications (or any successor thereto) of the Borrower, carry out the Project as follows:
(Municipal Servicesa) Public works under Part A of the Project shall be carried the responsibility of the Fujian Provincial Expressway Construction Directorate Office (FPECDO), an agency of FP, or any successor thereto;
(b) Part B of the Project shall be the responsibility of the Fujian Provincial Highway Administration Bureau (FPHAB), a sub-division of the Fujian Provincial Transport Department (FPTD), or any successor thereto;
(c) Part C of the Project shall be the responsibility of FPECDO and FPHAB; and
(d) Part D of the Project shall be the responsibility of FPTD or any successor thereto.
2. FP declares its commitment to the preservation of the environment and, to this end, shall, in respect of Parts A and B of the Project, carry out the environmental protection measures stipulated in the Environmental Action Plans, both dated March 1993, as follows:amended on July 16, 1993, prepared by FPECDO and FPHAB respectively, in a manner satisfactory to the Bank.
3. FP declares its commitment to the Bank’s policy on resettlement, and, to this end, shall carry out: (a) SFD shall prepare the land acquisition and furnish resettlement activities, in respect of Parts A and B of the Project, pursuant to the AssociationResettlement Action Plans, dated September 1993 and March 1993 (as amended on July 16, 1993), prepared by October 31FPECDO and FPHAB respectively, 1991, on the basis of eligibility criteria in a manner satisfactory to the Borrower Bank; and (b) the Associationresettlement monitoring program (aimed at determining the effectiveness and socio-economic impact of each resettlement) set out in the said Resettlement Action Plans, an overall plan for in consultation with the carrying Bank.
4. FP shall carry out of Sub-projects training under Part A D of the Project in accordance with terms of reference satisfactory to the various geographical regions Bank.
5. FP shall undertake and, by July 31, 1997, complete and submit to the Bank for review, a study on toll rate for Xiamen-Quanzhou highway, in accordance with terms of reference satisfactory to the Bank.
6. FP shall: (a) establish and maintain, within its Highway Administration Bureau, a Road Network Improvement Program Unit (RNIPU) for the purposes of providing overall management and supervision of the Borrower.

7. FP shall: (a) included undertake and, by June 30, 1995, complete a study of the provincial road construction industry in such plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under accordance with terms and conditions of reference satisfactory to the Association, including: (i) the obligation of the EA (A) to prepare a financing plan for the Sub-projectBank, (Bb) establish a Steering Committee and a Technical Coordination Group to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating provide guidance to the Sub-project study group and to furnish copies of review the same to SFDfindings and recommendations thereof, and (Ec) take appropriate steps to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy implement the study’s recommendations, including the formulation of an action plan therefor, taking into account the views thereon of the report of such audit to SFD, andBank.

Employment of Consultants. In order to assist SFD the Borrower in the carrying out of the Project, the Borrower shall cause SFD to employ experts and consultants whose qualificationsqualifica- tions, experience and terms and conditions of employment shall be satisfactory to the Association. SCHEDULE 4 Implementation Program Project Coordination and Management
1. The Borrower shall cause SFD to abide by coordinate the following arrangements implementation of the Project through a Project Coordination Committee with the Permanent Secretary of MOH as Chairman, and comprising senior staff of MOH; representatives of the Ministries of Local Government, Justice, Finance, Planning and Economic Development, and Housing and Urban Development; the Project Coordinator; and the various coordinators representing agencies and units carrying out Project activities. The Secretariat of the Permanent Secretary of MOH shall be responsible for providing secretarial services, initiating follow-up actions and reviewing progress reports submitted for the Committee’s approval.
2. The Project Implementation Unit (PIU) in the carrying Planning Unit of MOH shall carry out day-to-day implementation of the ProjectProject and monitor the activities of the Health Education Unit, the organiza- tion, administration and management training programs, and the progress of civil works. PIU shall be headed by a Project Coordinator whose qualifications shall be satisfactory to the Association.
3. PIU shall, with effect from December 31, 1988, prepare and submit to the Project Coordination Committee, for approval, semiannual progress reports and annual implementation and work plans, and once they are approved, forward copies thereof to the Association.
4. MOH shall, not later than December 31, 1990, carry out a comprehensive review of progress made in the implementation of the Project and shall provide the Association with:
1(a) details, satisfactory to the Association, on the financing of the health sector, including recurrent costs, to ensure that adequate funds are made available to sustain health services; and
(b) financial plans, with details on alternative schemes for the generation of resources, including cost recovery at the facilities to be rehabilitated under the Project, to ensure that such schemes are properly established and appropriately implemented. 5. The Borrower shall finalize an action plan, satisfactory to the Association, for completion of the Project shall full set of documentation, drawings, site plans, specifications and bills of quantities for all rehabilitation works.
6. In order to improve the management and manpower standards of the facilities to be carried out as followsrehabilitated under the Project, the Borrower shall:
(a) SFD shall prepare during rehabilitation, carry out a manpower analysis and furnish management study of each facility;
(b) submit staffing resources plans, satisfactory to the Association:
(i) for each facility to be rehabilitated under the Project, by October not later than June 30, 1989;
(ii) for the new electrical and mechanical workshop, not later than December 31, 19911989; and
(c) ensure that the establishment of staffing standards, elimination of redundant positions and workers, and redeployment of staff is finalized by not later than the date of completion of physical works. Part B of the Project
7. The Borrower shall, not later than December 31, 1988, appoint a Health Education Coordination Committee, to be chaired by XXX’s Director of Medical Services, and comprising representatives of other divisions of MOH, representatives of the Ministries of Education, Information and Broadcasting, and the New Vision and Munno newspapers. Part C of the Project
(a) The Borrower shall carry out studies:
(i) to identify the correct staffing of MOH facilities at all levels and to identify training and retraining needs;
(ii) to develop health information and management systems;
(iii) on the basis of eligibility criteria satisfactory to the Borrower efficiency and the Association, an overall plan for the carrying out of Sub-projects under Part A effectiveness of the Project in health system; and
(iv) on the various geographical regions establishment of the Borrowercommunity-based distribu- tion systems for drugs and supplies, including condoms.
(b) SFD These studies shall assign be carried out at the responsibility rate of one each year, with effect from the first year of Project implementation.
(c) The Borrower shall submit to the Association, for implementation its review and comments, copies of each Sub-project of the studies referred to in subparagraph (or Sub-projectsa) included in such planabove within six months of completion.
(a) The Borrower shall, to an executing agency (EA) under a Framework Agreement to be entered into between SFD not later than December 31, 1989, establish management committees for each hospital and the EA under terms and conditions health center, with functions, satisfactory to the Association, including: including responsibility for periodic overseeing of, and assistance to, each facility and for generating additional funding through, inter alia, the introduction of alternative financing schemes, including cost sharing, upon completion of rehabilitation works.
(b) The membership of such management committees shall be satisfactory to the Association and, to the extent practicable, shall be chaired by the local Resistance Committee Chairman and include representatives of MOH, the Ministry of Local Government, the administration of the facility and prominent community leaders.
10. In order to encourage community participation in the financing of local health facilities, the Borrower shall, by June 30, 1989, ensure that funds generated through community and health-related financing activities, including cost-recovery on drugs, shall be rechannelled to the respective health facility.
11. The Borrower shall provide:
(i) the obligation Mulago Hospital with funds required to launch revolving drug funds; and
(ii) district hospitals and health centers with funds required to launch revolving funds and finance activities required to generate funds for such hospitals.
12. The Borrower shall submit proposals, satisfactory to the Association, for income-generating activities based on community participation, which shall include appropriate accounting mechanisms.
13. The Borrower shall ensure that funds generated from the sale of newsprint to be provided to the EA New Vision newspaper are used to establish a health revolving account to support mother-and- child health care programs of NGOs through MOH.
(Aa) In order to prepare establish and define the role and relationship of NGOs, which provide essential complementary support to MOH’s health services, with MOH, the Borrower shall:
(i) conduct a financing plan national workshop with the assistance of a duly qualified expert;
(ii) strengthen the coordination of activities of such organizations with MOH; and
(iii) provide funds for new initiatives of Ugandan NGOs, especially for the Sub-project, development of women’s groups.
(Bb) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating Prior to the Sub-project implementation of any proposal referred to in subparagraph (a) (iii) above, the Borrower shall submit such proposals, including the proposed accounting mechanism, to the Association for its review and to furnish copies comments. A. Project Implementation Program Units (PIU’s)
(1) The Borrower shall cause SFD maintain and operate within MOH the MOH-PIU and shall establish, maintain and operate within DOC the DOC-PIU. The PIU’s shall have such responsibilities and powers as may be necessary or incidental to abide by the following arrangements in the carrying out of the Project:
1. Part A proper execution and supervision of the Project (Municipal Services) Public works under Part A of the Project shall be carried out as followsand, in particular responsibilities and powers to:
(a) SFD shall prepare provide support to its respective PIC and furnish to the Association, by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan for the carrying out of Subcoordi-projects under Part A of the Project in the various geographical regions of the Borrower.nate with user groups;

(f) arrange for implementation timely audits of each Subproject accounts;
(g) monitor progress and preparation of semi-project (or Sub-projects) included in such planannual reports thereon to MOH, to an executing agency (EA) under a Framework Agreement to be entered into between SFD DOC and the EA under terms Bank; and
(h) engage professional services (including consultant architects, engineers and conditions satisfactory to the Association, including: (i) the obligation of the EA (Aquantity surveyors) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of assist with civil works under the Sub-project in accordance and with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, andequipment procurement.

(a) The Borrower shall cause SFD establish PCMU within MPED to abide by carry out overall planning, intersectoral coordination, monitoring and evaluation of PAPSCA and the following arrangements in the carrying out various components of the Project.
(b) PCMU shall be accountable to the PAPSCA Steering Committee, to be chaired by the Permanent Secretary, MPED and comprising representatives of the Borrower’s ministries, external donors and non- governmental organizations. The PAPSCA Steering Committee shall, inter alia, resolve, as appropriate, technical and administrative issues which any one agency or ministry is unable to resolve on its own.
2. PCMU shall be staffed with a coordinator assisted by a program officer.
(a) The duties and responsibilities of the Coordinator shall include:
1(i) monitoring the implementation of PAPSCA and the various components of the Project;
(ii) preparation of semiannual progress reports for submission to the Association by February 15 and August 15 of each year of Project implementation;
(iii) maintaining close working relations with the implementing agencies of the various components of the Project; and
(iv) management of the Special Account.
(b) The Program Officer shall be responsible for coordinating the financial management of PAPSCA, including the collection of data from the implementing agencies.
(c) The qualification and terms of reference of the Coordinator and of the Program Officer shall be satisfactory to the Association. Part A of the Project (Municipal Services) Public works Project
3. The Development Committee of Kamuli District under the Department of Community Development of MLG, shall establish a subcommittee to administer Part A of the Project. The sub-committee, to be chaired by the District Administrator or his nominee, shall include representatives of the Ministries represented in the District and one representative each of the Resistance Council, the Department of Community Development and of Action Aid. The sub-committee shall meet at least once a month and will be responsible to:
(i) integrate and coordinate all development activities of Part A of the Project with the overall District development plan;
(ii) coordinate the activities of resistance councils, line Ministries and other departments in the Implementation of the Project;
(iii) familiarize resistance councils with the objectives of Part A of the Project including eligibility criteria and procedures to be followed for obtaining training in the maintenance of infrastructure facilities in the District;
(iv) prepare and monitor the implementation plan for Part A of the Project;
(v) review progress reports submitted by resistance councils; and
(vi) prepare periodic reports to the District development committee.
4. In order to develop resistance councils capacity in development planning, coordination and monitoring, Action Aid will assist resistance councils with:
(a) The establishment of a coordination and monitoring process including the preparation of a four- year development plan and budget;
(b) the preparation, design and presentation of proposals, including maintenance plans, and training for the beneficiary communities;
(c) the administration of funds, procurement of inputs, technical advice, and monitoring and evaluation of proposals;
(d) the development of a system of procurement and distribution of materials for specific infrastructure facilities; and
(e) the semiannual preparation and submission of progress reports to the sub-committee and the PCMU. Part B of the Project
5. The Project Implementation Unit within HOE shall be responsible for the implementation of Part B of the Project on the basis of:
(a) Detailed proposals for rehabilitation of school buildings and furnishing submitted to the District Education Officer by local communities including the scope of work, materials and other support needed, the community’s contribution in cash and in kind and the expected implementation time-frame; and
(b) the evaluation and recommendation of a proposal by a committee set up at the District. Part C of the Project
6. The Kampala City Council Project Implementation Unit shall be responsible for the carrying out of Part C of the Project with the. assistance of the resistance councils in the District and of a consulting firm to be employed by MLG.
7. The Kampala City Council Project Implementation Unit’s responsibilities shall include:
(a) Preparation of overall project planning, supervision and monitoring;
(b) organizing regular seminars/workshops;
(c) determine sites for local water supply facilities and latrine construction, in consultation with the relevant resistance councils;
(d) certify the completion of each activity;
(e) carry out health education programs;
(f) employ local area contractors; and
(g) receive and distribute materials and equipment procured under the Project. Part D of the Project
8. The implementation of Part D of the Project shall be coordinated by a committee to be established by MLG which shall include representatives of MOH, MOD, MLG, WV, UWWF, and district resistance committees and shall be responsible ’to, inter alia, prepare and submit for the Association’s review and approval, through PCMU, annual implementation plans which shall include: (a) the number of students trained or to be trained; (b) proposed courses of study, training institution within Uganda or abroad; and (c) cost of training.
9. Parts D.1 and D.3 of the Project shall be carried out as follows:by WV and Part D.2 by UWWF, under terms and conditions which shall be satisfactory to the Association. Part E of the Project
(a) SFD MPED shall prepare be responsible for the implementation of Part E of the Project, with the assistance of a socio-economist, who shall report to the Permanent Secretary, MPED, a statistician, administrative staff and furnish short-term consultants, satisfactory to the Association, by October 31, 1991, on . At least four MPED staff shall also be assigned to work with the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan for the carrying out of Subsocio-projects under Part A of the Project in the various geographical regions of the Borrowereconomist.
(b) SFD The Department of Statistics within MPED, assisted by the statistician, shall assign carry out the responsibility household surveys.
(c) MPED shall arrange for implementation short-term training, within and outside Uganda, of each Sub-project (or Sub-projects) included in such plan, to an executing agency (EA) under a Framework Agreement staff of the Borrower’s ministries and departments to be entered into between SFD involved in the execution of studies to be undertaken under Part E of the Project, and the EA under terms collection and conditions satisfactory to the Association, including: (i) the obligation analysis of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework Agreement, (D) to maintain all accounts, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, anddata.

(aii) SFD shall prepare for the irrigation, drainage and furnish flood protection facilities under Part B (i) of the Project, to each PID;
(iii) for the Associationroads under Part B (ii) of the Project, by October 31the basic health facilities under Part B (iii) of the Project, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Associationprimary education facilities in NWFP and AJK under Part B (iii) of the Project, an overall plan to each C&WD; and
(iv) for the carrying out of Sub-projects primary education facilities in Punjab and Sindh under Part A B (iii) of the Project in the various geographical regions of the BorrowerProject, to each PED.
(b) SFD shall assign the responsibility for implementation NHA, each PID, each C&WD and each PED shall, within its sphere of each Sub-project (or Sub-projects) included in such planresponsibility, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, includinginter alia: (i) select the obligation of the EA facilities to be restored; (Aii) to acquire land; (iii) prepare a financing plan for the Sub-projectplans, (B) to select contractors for the carrying out of works under the Sub-project designs, and tender documents in accordance with approved specifications and procedures satisfactory and award contracts; (iv) carry out the restoration and supervise contractors; (v) maintain separate project accounts; (vi) certify the quantity and quality of completed civil works; (vii) prepare payment requests for submission to SFDPFDRC; and (viii) make an appropriate input to the progress reports referred to in paragraph 6 of this Schedule. NHA shall also be responsible, (C) with respect to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms Part A of the relevant Framework AgreementProject, (D) to maintain all accounts, records for operating the NHA Special Account and documents relating for submitting withdrawal applications to the Sub-project Association. NHA and each PID, C&WD and PED shall appoint a coordinator for these purposes.
2. Project Coordination
(a) Federal/Flood Commission. At the federal level, the Federal Flood Commission (FFC) in MWP shall coordinate and monitor overall Project implementation. The FFC shall be headed by a Federal Project Coordinator assisted by suitable professional and support staff. The FFC shall, inter alia: (i) appoint the Project consultants; (ii) prepare and submit withdrawal applications to furnish copies the Association in respect of the same to SFD, and (E) to have such accounts expenditures for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, andconsultants’ services;

(a) GPP’s Director shall be appointed as Project Manager responsible for the overall Project implementation.
(b) The Borrower Project Manager shall cause SFD to abide by have, inter alia, the following arrangements functions: (i) coordination and monitoring of all technical and managerial aspects of Project implementation; (ii) ensuring appropriate compliance with the provisions of this Agreement and the Implementation Agreements; (iii) timely contracting and supervision of the performance of technical assistance and all studies carried out under the Project; (v) ensuring and maintaining appropriate local counterpart staff during Project implementation; (vi) prompt allocation of housing office space, and transportation to consultants employed under the Project; (vi) supervision of Project financial accounts; (vii) timely compliance with reporting, auditing and other financial covenants under Article IV of this Agreement; and (viii) liaising of Project activities with central and provincial government agencies.
(c) In addition to the Project Manager, GPP shall include the following key staff, all with qualifications and experience satisfactory to the Association:
(i) A Project Technical Coordinator, who shall be responsible, inter alia, for the following: (A) assist the Project Manager in the carrying out overall Project coordination with the support of local staff; (B) supervise and monitor the performance of all works, consultants’ services and studies financed under the Project; and (B) jointly with the Financial Controller, develop and maintain budgets and systems of cost control, critical path and financial performance and key indicators for each Project component.
(ii) A Financial Controller, who shall be responsible, inter alia, for the following: (A) with the support of qualified local accounting staff, keep financial accounts for the Project; (B) ensure appropriate compilation and maintenance of Project documentation and files; (C) prepare and maintain consolidated statements of expenditures, quarterly Project progress reports and internal audits, in sufficient detail and format satisfactory to the Association; and (D) manage the Project Account, in accordance with the provisions of Section 3.03 of this Agreement; and the Special Account in accordance with terms and conditions described in Schedule 5 to this Agreement.
(iii) A Procurement Advisor, who shall be responsible, inter alia, for carrying out, in close coordination with the Project Manager, the Technical Coordinator and the Financial Controller, the following:
(A) all procurement procedures for the contracting of works and acquisition of equipment, vehicles, materials, computer systems, supplies and employment of consultants’ services financed under the Project, in accordance with the provisions of Schedule 3 to this Agreement; and (B) procurement of works and services necessary for the repair and furnishing of housing for foreign long-term consultants employed under the Project. Part B: Implementation Agreements
1. Part A The Borrower’s provincial government of Benguela, GPP, EPAB and DPSC shall enter into implementation agreements which shall, inter alia, include the Project (Municipal Services) Public works under Part A of the Project shall be carried out as followsfollowing:
(a) SFD shall prepare and furnish to identification of functions of the Association, by October 31, 1991, on the basis of eligibility criteria satisfactory to the Borrower and the Association, an overall plan specific institutions responsible for the carrying out of Sub-projects under Part A execution of the respective Project in the various geographical regions of the Borrower.components; and
(b) SFD description of necessary coordination mechanisms.
2. The following Implementation Agreements shall assign the responsibility for implementation of each Sub-project (or Sub-projects) included in such plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: into:
(ia) the obligation of the EA (A) to prepare a financing plan for the Sub-project, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance with the terms of the relevant Framework EPAB Implementation Agreement, (D) to maintain all accountsbetween GPP and EPAB, records and documents relating to the Sub-project and to furnish copies of the same to SFD, and (E) to have such accounts for each fiscal year audited in accordance with appropriate auditing principles and to furnish a certified copy of the report of such audit to SFD, andParts A.1; A.2;

Employment of Consultants. In order to assist SFD the Borrower in the carrying out of the Project, the Borrower shall cause SFD to employ consultants whose qualifications, experience and terms and conditions of employment shall be satisfactory to the AssociationBank. Such consultants shall be selected in accordance with principles and procedures satisfactory to the Association Bank on the basis of the "Guidelines for the Use of Consultants by World Bank Borrowers and by The the World Bank as Executing Agency" published by the Bank in August 1981. SCHEDULE 4 Implementation Program The Borrower shall cause SFD to abide by the following arrangements in the carrying out of the Project:.
1. In carrying out Part A of the Project Project, the Borrower shall take all measures necessary to ensure that those returning from overseas and local degree programs (Municipal Servicesi) Public works under are offered appropriate positions in PGSD, and (ii) are required to serve in PGSD positions for a period equal to twice the number of years of their degree program plus one additional year.
2. In carrying out Part A C of the Project shall be carried out as followsProject, the Borrower shall:
(a) SFD shall not later than August 31, 1994, furnish to the Bank for comments the proposed formula, and, thereafter, establish a formula taking into account the Bank’s comments on the proposal; and
(b) take all measures necessary to ensure that recipients of scholarships from isolated areas where there is a teacher shortage, serve in such areas for a period equal to two times the number of years they received financial assistance plus one additional year.
3. In carrying out Part D of the Project, the Borrower shall:
(a) furnish the results of the studies to the Bank for its comments, and to the Research Task Force within DGHE for its recommendations on how the results of the studies should be incorporated into a DGHE action plan; and
(b) establish, not later than October 31, 1992, a Research Quality Control Board within DGHE with terms of reference acceptable to the Bank.
4. In carrying out Part E of the Project, the Borrower shall:
(a) by April 30, 1993, prepare and furnish to the AssociationBank a plan indicating staffing and organizational arrangements to strengthen management of its teacher education programs and, by October 31thereafter, 1991carry out such plan, on taking into account the basis comments of eligibility criteria satisfactory the Bank, in accordance with a timetable acceptable to the Borrower and the Association, an overall plan for the carrying out of Sub-projects under Part A of the Project in the various geographical regions of the Borrower.Bank; and
(b) SFD not later than December 31, 1995, furnish to the Bank for comments, the recommendations of the management study, and, thereafter, prepare and carry out an action plan taking into account the Bank’s comments on the recommendations.
5. Without limitation upon the provisions of Section 9.07 of the General Conditions, the Borrower shall assign cause the responsibility for Project Implementation Unit to furnish to the Bank by each April 30 and October 31, commencing April 30, 1993, semi-annual Project progress reports.
6. The Borrower shall furnish to the Bank by December 31 in each year, commencing December 31, 1993, a review of the implementation of each Subthe previous and current year budgets for the primary teacher education program, together with a plan and a proposed budget for the following fiscal year; and, thereafter, make final budgetary allocations taking into account the Bank’s comments on the proposed budget.
7. The Borrower shall, not later than November 30, 1994, in consultation with the Bank, carry out a mid-project (or Sub-projects) included in such plan, to an executing agency (EA) under a Framework Agreement to be entered into between SFD and the EA under terms and conditions satisfactory to the Association, including: (i) the obligation term review of the EA (A) to prepare a financing plan for implementation of the SubProject, and, thereafter, promptly carry out any agreed recommendations.
8. Whenever the Borrower determines, during the Project implementation period, that the Borrower’s present limit of 8,000 yearly participants in the D-projectII PGSD program is too low, (B) to select contractors for the carrying out of works under the Sub-project in accordance with procedures satisfactory to SFD, (C) to prepare the invoices and other documents necessary to effect payments on account of works under the Sub-projects in accordance Borrower shall consult with the terms Bank before taking any action to increase such limit.
