2. Notwithstanding the provisions of paragraph 1 above, no withdrawals shall be made in respect of payments made for expenditures prior to the date of this Agreement. The objectives of the Project are to test and evaluate alternative methods for the rehabilitation and maintenance of feeder roads, strengthen the institutional framework necessary for the purpose, promote the development of local capacity to carry out the works and develop the necessary financial mechanisms.
