Exceptions to Time Limits. The time limits set forth in this article may be changed by written agreement. If the grievant fails to file the grievance within the first twenty one (21) days as stated in Step I, the grievance is forever waived. If the grievant fails to timely file an appeal, the grievance is settled as stated in the earlier step.
