Fact-Finding (Level V). In the event the grievant is not satisfied with the decision at Level IV, he/she may, but only with the concurrence and participation of Local 1 within ten (10) days, give written notice to the Chancellor demanding a “Fact-Finding Panel” be formed. As an alternative to a “Fact-Finding Panel,” but only with the concurrence and participation of Local 1, the parties may mutually agree to use an Expedited Advisory Arbitration Process as stipulated on Exhibit
