FFP Cap. FFP for DSHP is limited to the amount of monies the state expends over the demonstration period on the health system reform activities described in STC 40 multiplied by the state’s FMAP rate over the same period, except that in no case may FFP be claimed in excess of $1.5 billion between the period of October 1, 2006, and March 31, 2014. For purposes of meeting the requirements for FFP, the state’s health system reform initiatives will be counted differently during the following time periods:
