Finishing Concrete. Manhole tables and all surfaces shaped without forms and over which liquids will flow shall be smoothly finished by means of a steel trowel without the use of additional cement of sprinkling with water. Troweling shall not be started until all water has disappeared from the surface. Over troweling shall be avoided.
