The Relative Standing of the City Carrier Assistants will be referred to as “seniority. In the first round ” throughout this agreement.
(5) Carriers by seniority in groups of bidding 14% will be allowed a clerk may, at his/her option, request two (2) or maximum of three (3) consecutive weekscalendar days to make their selections. Three (3) calendar days will be allowed each successive group of Carriers in order of seniority to make their selections from available periods.
(6) After the first-round selections for Annual Leave, or two selections a second-round will be allowed in units increments of either five (5) or ten (10) days. (8) Selection will be made by Carriers, submitting PS Form 3971 to the Supervisor who will post the Carriers names in the space selected on the pick-list. P.S. Form 3971 will be submitted in duplicate.
(9) Carriers will be responsible for providing written information through either, their Union Representative or their Supervisor if they should be absent during the selection period.
(10) The 14% will include long Term Sick Leave for incapacitation of the Carrier where it can be reasonably projected that such extended periods occur. Leave will not be permitted.

FORMULATION OF LOCAL LEAVE PROGRAM. 1. Choice Vacation Period A. On November 15, a leave roster will be from circulated by seniority for all APWU clerks and maintenance employees within the APO & RMPOs. There will be a 48-hour period for clerks and maintenance employees to study and make selections for the annual leave roster.
B. After posting of the list for choice leave periods, all other annual leave requests for that leave year, if approved, shall be granted on a first come, first serve basis based on the daily complement. Any denial of requested AL will be properly noted on the PS Form 3971 and returned to the employee as soon as possible.
C. All leave will normally be based on 8 hours per day and 40 hours per week, except NTFT employees, who will be given leave commensurate with their assigned schedule. Approval of less than 40 hours is acceptable, based upon the normal work hours of the employee. [Example: A PSE who typically works approximately 25 hours per week; 25 hours of annual leave would be acceptable for a one-week absence for this PSE].

X. Requests for incidental annual leave must be submitted at least seven by an employee personally to his/her supervisor not more than thirty (730) days in advance nor fewer than ten (10) days prior to the first day of the date requestedrequested leave. A determination shall be made on such requests within forty-eight (48) hours of submission. If the employer fails to respond within the forty-eight (48) hours, the leave shall be considered approved. 63. Bidding During Round Three (3), employees shall be entitled to bid any remaining open choice leave periods, up to the total amount of leave the employee will have accrued when the leave occurs.
E. Each craft at the Castle Rock post office shall be considered a section.
F. In the event an employee chooses to relinquish or cancel a period of his annual leave, that period will be offered to remaining employees for Choice Vacation Period will begin no later than January 5th and end no later than January 31st. At a one (1) week period, provided that management is notified, in writing, of such relinquishment or cancellation at least two (2) weeks prior to the end beginning of the bidding processrelinquished or canceled leave.

The duration of the choice period for all clerk craft employees shall be for a list each period of thirty- six (36) weeks beginning the first full week in March, and ending the second full week in November. Also included in the choice vacation period will be the week of and the clerk(s) offweek prior to Thanksgiving, as well as the week between Christmas Day and New Year’s Day, beginning December 24th and ending January 1st.
7J. The beginning day of an employee’s vacation period shall be the first day of his basic work week. All clerks must submit their PS On split days off, this determination will be made after consultation between management, the union and the employee. Form 3971 for awarded week(s)shall be completed at the time the employee chooses his vacation, no later than 21 with the beginning day noted on the approved form. Scheduled days from the end off and/or holidays which fall in conjunction with approved bid annual leave are to be considered as part of the bidding process. Management must return bid annual leave, if so indicated by the approved PS employee on the appropriate Form 3971 within five days3971.
8X. Each employee is responsible to utilize his or her annual leave in such a manner as to ensure, consistent with the needs of the Postal Service, that he or she is not required to forfeit any part of his or her annual leave (i.e., leave carried over in excess of 440 hours.)
X. Xxxxxxxxx to state and national union conventions of the APWU will be granted sufficient leave to attend these meetings, in compliance with Article XXIV, Sec. Annual Leave submitted 2 of the National Agreement. Such leave will not be charged to the employee’s choice vacation period. An employee covered by this agreement who is called for jury duty during his scheduled choice vacation period shall be eligible for another selection of leave.
M. All employees will be assured of the opportunity to take their annual leave as guaranteed by the National Agreement during the choice vacation period. During the choice vacation period, eleven point five percent (11.5%) of the employees in each section will be allowed off on bid annual leave. (Any number with a fraction of point five (.5) or more will be rounded up to the next highest whole number. Any number with a fraction of less than point five (.5) will be rounded down to the next lowest whole number. If such downward rounding would result in a number of zero, at least one (1) employee will be allowed off on bid annual leave) Outside the choice vacation period, one (1) employee will be allowed off on bid annual leave.
N. The vacation schedule shall be posted, immediately after Choice Vacation selections must bidding is completed, on the bulletin board.
O. Employees will be notified of the beginning of the new leave year by posting such notice on bulletin boards. These notices shall be posted during the month of November.
P. Application for leave outside the choice vacation period may be made at any time, and will be acted upon on a first come, first served basis. If a request for annual leave outside the choice period is submitted at least seven (7) days in advance prior to the first day of the date requested. The request will be approved if the maximum number in 4.2 above has not been reachedrequested leave, and may only be denied if granting such leave will result in an obvious delay of the mail. Such request (PS Form 3971) management must be returned respond to the request within three (3) working days. If management fails to respond under these provisions within the deadline, the employee within 72 hours, or can assume that the leave will request was approved. 6. Each round of bidding will not be permittedposted within twenty-four (24) hours of the bid due date closing for each seniority section of two (2) clerks. The next senior section of two (2) clerks will enter their bids the day after posting of the results of the precious bidding period. This process will continue until all clerks have entered their bids.
5. C. Employees who earn 13 days Annual Leave per year shall be granted up to ten (10) days of continuous Annual Leave during the choice period. Employees who earn 20 or 26 days Annual Leave shall be granted up to fifteen (15) days of continuous Annual Leave.
6. Bidding for Choice Vacation Period will begin no later than January 5th and end no later than January 31st. At the end of the bidding process, management must post a list each week and the clerk(s) off.
7. All clerks must submit their PS Form 3971 (Vacation Period Selection) for awarded week(s), no later than 21 days from the end of the bidding processleave bid under Item B above. Management must return the approved PS Form 3971 within five days.
8. Annual Leave submitted after Choice Vacation selections It must be submitted at least seven (7) days in advance of duplicate with the date requested. The request will be approved if the maximum number in 4.2 above has not been reached, and may only be denied if granting such leave will result in an obvious delay of the mail. Such request (PS Form 3971) must be duplicate being returned to the employee within 72 hoursupon approval or disapproval of the leave requested.
D. On Union representative will be granted annual leave to attend state and National Conventions held by the Union. One additional clerk will be granted annual leave to attend conventions providing that it does not impair service standards. Such leave will not affect the employee’s choice vacation time or be counted as part of the total leave for the office.
E. The installation head shall give utmost consideration to employees requesting emergency leave. Emergencies shall include funerals, accidents, or serious illness in the leave will be considered approvedimmediate family. Immediate family is defined as the employee’s wife, children, brothers or sisters, and the parents of either husband or wife.
9. Once annual leave has been approved, it may not be canceled by management.
10. Jury duty shall not be charged to the Choice Vacation Period.
11. Part-time flexible employees will only be required to use the amount of annual leave that they would have been normally scheduled to work during that day or week.
12. Any clerk desiring to forfeit a Choice Vacation week must do so at least 14 days in advance of the scheduled week. Such week must be offered to the clerk craft in order of seniority for bid.
