The request will be approved if the maximum number in 4.2 above has not been reached, and may only be denied if granting such leave will result in an obvious delay of the mail. Such request (PS Form 3971) must be returned to the employee within 72 hours, or the leave will be considered approved. 9. Once annual leave has been approved, it may not be canceled by management. 10. Jury duty shall not be charged to the Choice Vacation Period. 11. (10) The 14% will include long Term Sick Leave for incapacitation of the Carrier where it can be reasonably projected that such extended periods occur. Such week must Carriers with seniority below that of the relinquishing Carrier shall have the first chance to apply for that period and this leave will not be offered to considered that of the clerk craft in order of seniority for bidprime- time selections.

FORMULATION OF LOCAL LEAVE PROGRAM. 1. Choice Vacation Period A. On November 15, a leave roster will be from circulated by seniority for all APWU clerks and maintenance employees within the APO & RMPOs. There will be a 48-hour period for clerks and maintenance employees to study and make selections for the annual leave roster. B. After posting of the list for choice leave periods, all other annual leave requests for that leave year, if approved, shall be granted on a first come, first serve basis based on the daily complement. Any denial of requested AL will be properly noted on the PS Form 3971 and returned to the employee as soon as possible. C. All leave will normally be based on 8 hours per day and 40 hours per week, except NTFT employees, who will be given leave commensurate with their assigned schedule. [Example: A PSE who typically works approximately 25 hours per week; 25 hours of annual leave would be acceptable for a one-week absence for this PSE]. X. The circulation of the leave roster shall be completed one week prior to the beginning of the new leave year and shall be posted by the first day of the new leave year up year. Seniority shall prevail for requests submitted on the day requesting the same time period. 6. Each round of bidding will not be permittedposted within twenty-four (24) hours of the bid due date closing for each seniority section of two (2) clerks. The next senior section of two (2) clerks will enter their bids the day after posting of the results of the precious bidding period. This process will continue until all clerks have entered their bids. 5. C. Employees who earn 13 days Annual Leave per year shall be granted up to ten (10) days of continuous Annual Leave during the choice period. Employees who earn 20 or 26 days Annual Leave shall be granted up to fifteen (15) days of continuous Annual Leave. 6. Bidding for Choice Vacation Period will begin no later than January 5th and end no later than January 31st. At the end of the bidding process, management must post a list each week and the clerk(s) off. 7. All clerks must submit their PS Form 3971 (Vacation Period Selection) for awarded week(s), no later than 21 days from the end of the bidding processleave bid under Item B above. Management must return the approved PS Form 3971 within five days. 8. Annual Leave submitted after Choice Vacation selections It must be submitted at least seven (7) days in advance of duplicate with the date requested. The request will be approved if the maximum number in 4.2 above has not been reached, and may only be denied if granting such leave will result in an obvious delay of the mail. Such request (PS Form 3971) must be duplicate being returned to the employee within 72 hoursupon approval or disapproval of the leave requested. D. On Union representative will be granted annual leave to attend state and National Conventions held by the Union. One additional clerk will be granted annual leave to attend conventions providing that it does not impair service standards. Such leave will not affect the employee’s choice vacation time or be counted as part of the total leave for the office. E. The installation head shall give utmost consideration to employees requesting emergency leave. Emergencies shall include funerals, accidents, or serious illness in the leave will be considered approvedimmediate family. Immediate family is defined as the employee’s wife, children, brothers or sisters, and the parents of either husband or wife. 9. Once annual leave has been approved, it may not be canceled by management. 10. Jury duty shall not be charged to the Choice Vacation Period. 11. Part-time flexible employees will only be required to use the amount of annual leave that they would have been normally scheduled to work during that day or week. 12. Any clerk desiring to forfeit a Choice Vacation week must do so at least 14 days in advance of the scheduled week. Such week must be offered to the clerk craft in order of seniority for bid.
