FSA GRIEVANCE PROCEDURE. If an individual is denied an additional FSA, the person may request a hearing to challenge the denial as provided for in Education Code Section 87743.3: “any dispute arising from an allegation that a faculty member has been improperly denied an FSA shall be classified and procedurally addressed as a grievance.” An FSA is not deemed denied until the applicant has exhausted both the equivalency and competency procedures as set forth in the El Camino Community College District’s AB 1725 Minimum Qualifications Guidelines. Only when these procedures have been exhausted and the Human Resources Office has notified the applicant of denial of the FSA may the grievance process be initiated.
