As provided under RCW 74.39A.270 (5) this Agreement expressly reserves: The right of the Washington State Legislature to make programmatic modifications to the delivery of state services under RCW 74, including standards of eligibility of consumers and individual providers participating in the programs under this title, and the nature of services provided. Nothing contained in this Agreement shall be construed as to subtract from, modify or otherwise diminish these rights in any manner.
