General and Specific Plans. Development of the Property in accordance with the Entitlements and this Agreement will provide orderly growth and development of the Plan Area in accordance with the policies set forth in the General Plan and the Specific Plan. For purposes of the vesting protection granted by this Agreement, except as otherwise provided herein, or by state or federal law, the applicable County laws, rules, regulations, ordinances and policies shall be as set forth in the Entitlements as of the Effective Date hereof.
