General definition or classification of small cells. The differentiation in regulations for small cell and macro base stations is contingent on the explicit definition or classification of the different base station types in regulations. Lack of this distinction would place small cells under the same (more stringent) regulations as macro base station. In the case that the classifications of base stations do exist, there may still be challenges due to differences in what would qualify as a small cell across different regulatory regimes. This fragmentation would complicate the process of deployment of small cells, particularly for operators who carry out nationwide or multinational network deployments.
