General Provisions – Non-Discretionary Leave. a. The twelve (12) month period for calculating Non-Discretionary leave entitlement will be based on the calendar year (January 1 to December 31). b. Unless otherwise prohibited by state or federal law, Non- Discretionary Leaves of absence will run concurrently. c. Any portion of the leave which is unpaid shall not be credited toward service hours.
