Goals and Performance Measures; Implementation Schedule. JFS agrees to work diligently towards providing these case management services and complete the Project by September 30, 2017. By April 30, 2017, at least 50% of the grant award shall have been requested and eight (8) individuals served. If less than 50% of the funds have been expended, the City will review JFS’s progress and its inability to meet this 50% grant expenditure rate as a performance indicator and it will factor into the City’s determination of non-compliance. HUD requires the City to timely spend its CDBG funds. Therefore, it is critical that JFS complies with these time deadlines. Time is of the essence. JFS’s failure to work diligently toward timely completing the Project and incidents of non–performance may result in conditions being placed on the grant funds, suspension of grant funds, or the City may cease disbursing funds pursuant to this Agreement so that the City can reallocate the funds for other uses or projects.

By January 31, 2022, at least 25% of the grant award shall have been requested and approximately seventeen (17) individuals served. By April 30, 2022 at least 50% of the grant award shall have been requested and approximately thirty-four (34) individuals served. By July 31, 2022, at least 75% of the grant award shall have been requested and approximately fifty-one (51) individuals served. If Lighthouse fails to meet these performance benchmarks to expend the CDBG-CV funds, the City will review Lighthouse’s progress and its inability to meet these grant expenditure rates as a performance indicator and it will factor into the City’s determination of non-compliance.
