GRIEVANCE AND DISPUTES. 8.1 A grievance shall be defined as a dispute or disagreement raised by an employee against the City involving the interpretation or application of the specific provisions of this agreement. It is specifically understood that any matters governed by the State Statute or City Charter provisions shall not be considered grievances and are not subject to the grievance procedure hereinafter set forth.
