Guaranteed Minimum Instructors Salary for JROTC Teachers. 11.4.1 The San Francisco Unified School District (SFUSD) and the United Educators of San Francisco (UESF) agree to place instructors in the JROTC program at a salary level commensurate with the federally required guaranteed minimum salary. This salary is required based on the contractual agreement between the federal government and the District.
