This contract will be administered in an impartial manner, free from improper personal, financial, or political gain. The Subrecipient, its executive staff and employees, in administering this contract, will avoid situations that give rise to a suggestion that any decision was influenced by improper prejudice, bias or special interests, or personal gain. A conflict of interest arises when any of the following have a financial interest or other interest in the firm or organization selected for award:
