Implementing bodies. The Agreement includes provisions to put in place various implementing bodies to determine who is qualified to participate as a beneficiary of the Agreement, manage wildlife resources, plan and regulate land and water use, settle disputes that may arise in the interpretation of the Agreement and conduct both environmental impact assessments and reviews of development proposals. The membership, functions and time frame for the establishment of each of these implementing bodies are also specified in the Agree ment. The Enrolment Board, the Arbitration Panel and the Renewable Resource;. Board have been established. The membership of these implementing bodies is listed in Appendix I. Prospective members of the Mackenzie Valley Environmental Impact Review Board have been identified, and the Joint Working Group on Sahtu Heritage Places and Sites has been established. The Sahtu Land Use Planning Board, the Sahtu Land and Water Board, the Mackenzie Valley Land and Water Board and the Mackenzie Valley Environmental Impact Review Board are scheduled to be established on enactment of the proposed Mackenzie Valley resource management legislation. The Surface Rights Board will be established after separate federal legislation is passed.
