Indefinite Layoff Procedure. a. Whenever an indefinite layoff is to occur, the affected employee in the affected classification shall be laid off first; provided however, that a less senior employee may be retained if a more senior employee does not meet the qualifications and ability necessary to perform the duties of that position, as determined by the Employer, in accordance with the job description.
