The objectives in this area are to: a) Facilitate the establishment, development, restructuring and modernisation of the Signatory ESA States' industry while fostering its competitiveness and self- sustainable and balanced growth taking into account environmental protection, sustainable development and economic empowerment; and b) Establish an environment favourable to the development of private enterprise in order to stimulate the growth and diversification of industrial production.
