Informal Complaint Stage. If a Member and/or the Local designate is/are unable to resolve by informal discussion with the Principal (supervisor) and/or appropriate Superintendent any question as to the interpretation, application, administration, or alleged violation of the terms of this Agreement, including any question as to whether a matter is arbitrable, a grievance may be filed as hereinafter provided.
