Initial Study / Proposed Mitigated Negative Declaration. GHD will prepare a CEQA Project Description describing the whole of the project, as well as best management practices for the County to consider incorporating into the project. The CEQA Project Description will be submitted to the County and Caltrans for one round of review, and upon receipt of comments, will be finalized. Following County approval of the CEQA Project Description, GHD will prepare an Administrative Draft IS/MND, followed by a Screencheck Draft IS/MND, and finally a Public Review IS/MND. The scope assumes a single set of consolidated comments from County and Caltrans staff on the Administrative Draft IS/MND. GHD will provide the Screencheck Draft IS/MND in a "revision mode" and a "clean version" so the County may verify that requested edits were made. After County and Caltrans review of the Screencheck Draft, GHD will prepare the IS/MND for public release. GHD will coordinate with the County to ensure that the IS/MND is properly noticed and circulated in accordance with the CEQA Guidelines. This will include the following:  Notice of Intent to Adopt a Negative Declaration (NOI) for filing with County Clerk  Publication of NOI in newspaper of general circulation  Notice of Completion (NOC) for filing with State Clearinghouse  Circulation of 15 CDs of IS/MND to State Clearinghouse and additional copies to relevant agencies  Completion of any further public noticing would be at the discretion of the County (i.e., posting NOI on and off site in the project area or direct mailing to owners and occupants of contiguous property).
