The institutional use provides a significant public benefit with respect to the Shoreline Management Act's objectives such as providing public access and/or ecological restoration; or B. If the site is physically separated from the shoreline by another property or public right-of-way. (2) No net loss of ecological functions or significant adverse impacts. Institutional development must not result in a net loss of shoreline ecological functions or have significant adverse impacts to other shoreline uses, resources and values such as recreation and public access.
