Interconnection and Delivery Services. Seller shall comply with the terms and conditions of the Interconnection Agreement. In connection with the Interconnection Agreement, the PUC may reduce the portion of the Network Upgrade costs to be to paid by Seller, so long as the PUC expressly directs that any such Network Upgrade costs not paid by Seller shall be recovered by Buyer in its retail rates in the calendar year following the year in which such Network Upgrade costs are incurred.
