Leave Without Pay without Right to Return. At the discretion of the appointing authority, and approval of the Director, Department of Human Resources, an employee may be granted leave without pay for good cause, other than illness, up to one (1) year. Such leave may be extended a maximum of one (1) year by the Director, Department of Human Resources, if circumstances warrant. At the expiration of leave without pay without right to return an employee shall have the right to the first vacancy in the class in the department.
