Legal Authority of Parties. The City has all requisite power pursuant to Article VII, Section 14(C) of the Louisiana Constitution of 1974, the Local Services Law, the Cooperative Economic Development Law and its Home Rule Charter to enter into this CEA and perform its obligations hereunder, and there are no contracts or obligations in conflict herewith.
